16/01 ELECTION OF CHAIRMAN

Resolved to elect Councillor Gregory as Chairman for the coming year.

16/08 DECLARATION OF MEMBER’S INTERESTS

Carter has an interest in land recommended for development potential by RMBC and also owns a property on Rayls Rise.

Hill had a business association with Hobson Nurseries.

16/10 CLERK’S REPORT

Clerk had:

Undertaken all the duties placed on him at the last meeting. The Internal Auditor had checked the documentation and he would be submitting all relevant documents to the External Auditor by the due date.

Informed Members that the Yorkshire Local Councils Association had distributed agreed increases in the pay of Clerks applicable from 1 April 2016 and 1 April 2017. Under the terms of his contract, his revised salaries would therefore be:

  • As from 1 April 2016 (back-dated) £9,583.17

  • As from 1 April 2017 £9,679.02

The contribution to his pension would be increased from £15.82 to £15.97/month.

OPEN SESSION

  1. Ann and David Warburton expressed concern that the banner attached to the front boundary wall at 78 Kiveton Lane had still not been removed.

    Gregory gave a précis of his discussions with the Planning Enforcement Officer at RMBC.

    Clerk would report the matter again to RMBC Planning.

  2. Ann and David Warburton suggested that the premises at 78 Kiveton Lane were being used for business purposes although apparently no planning approval had been given for a change of use from domestic to commercial.

The Open Session was closed and the meeting re-convened at 7.45 pm

16/13 PLANNING APPLICATIONS

  1. RB2016/0546

    Single storey rear extension at 22 Kiveton Lane for Mr. and Mrs. C Doody.

    Resolved to offer no objection.

    Erection of outbuilding to form ancillary accommodation at 33 Kiveton Lane for Mr & Mrs Smith

    Resolved to offer no objection.

16/14 COMMITTEES

Recreation

Gregory reported:

The play camp had begun that day. Thirty children had registered and two young people had volunteered to assist with supervision. He had asked for a breakdown of where the children were from.

Sadly both of the picnic benches acquired last year from the Fun-day had been damaged beyond repair.

The cricket season was now in full swing and attempts were being made to form a junior team

PTC Sports was a company that arranged activities for children over five years old and he circulated some information. The company would assist the parish council to obtain necessary funding via grants from Sport England or Awards for All. Any charges subsequently charged by the Council would be for the Council to retain. He would be making further enquiries and report back to Members.

The grounds maintenance contract had been received from RMBC and he asked the Clerk to sign on behalf of the parish council and return as requested.

16/15 STRATEGIC PLAN

There was nothing further to discuss.

16/16 MEMBER’S ACTIVITY REPORTS

  1. Gregory advised that a further meeting of the Church Yard maintenance team would be held at the weekend.

  2. Gregory had been in touch with Yorkshire Water in response to a query from a Parishioner. He brought the lady fully up to date with the work which YW outlined for dealing with the issue.

  3. Gregory had been in further contact with Jon Wragg at RMBC concerning notices posted on the boundary wall to 78 Kiveton Lane.

  4. White had reported a toilet dumped on Kiveton Lane to RMBC and this had been removed pretty quickly.

  5. White continued to be a member of the Church Yard maintenance team and would be attending the session later in the week.

  6. White had spoken with Councillor Ferris and John Carr and finalized details concerning the maintenance of the flower bed at the war memorial.

  7. White had agreed to give the diligence and innovation awards at the village school and would hand the £200 cheque to the head-teacher.

  8. White and Gregory had undertaken a survey of all the roads in the village and submitted a report to RMBC via Borough Councillor Beck.

16/17 VILLAGE MAINTENANCE

Mark Archer had submitted a report and had:

Sanitised all the door handles, taps etc. at the sports pavilion.

Completed an extra litter pick on the recreation ground in readiness for the sports camp.

Other litter picks have carried out included:

  • Goosecarr Lane – five rounds
  • Kiveton Lane – five rounds
  • The Pastures – five rounds
  • Church View – five rounds
  • Recreation Ground – six rounds

Spent about two and a half hours digging up the flowers beds at the war memorial and cut down the overgrown bushes from behind the fences. The monument had also been cleaned with warm soapy water and he would continue to clean the marble monument

The dead cat he’d found earlier in the month was very kindly taken to a vet by a passing motorist.

There had been some fly tipping at the top of Goosecarr Lane on two occasions in exactly the same spot and looked like the same kind of rubbish. He had reported this to Streetpride who had subsequently removed it.

Gregory had noted that the RMBC road sweeper had been in the village but the treatment had not been of the requisite standard and was many months later than promised. He had requested a further meeting with Andrew Roddis at RMBC, before which he would be taking photographs of roads in adjacent parishes to compare the standard of highway maintenance to those in Todwick.

16/18 TRAFFIC AND TRANSPORTATION MATTERS

Resolved that the Clerk invite the Borough Council Transportation Engineers and Mr. Sykes to a site meeting during the coming week.

The best time to meet would be at 2.45 pm when parents would be collecting their children from the school.

16/19 NEIGHBOURHOOD WATCH

Norman Anderson had reported:

The March 2016 crime and ASB figures were now available.

As always these statistics came with a health warning that the locations are approximate and any sex/violence reports may relate to historical issues that have only just been reported.

  • Burglary – Two incidents near the Red Lion Roundabout
  • Criminal Damage /Arson – Barber Close
  • ASB – Ryals Rise
  • ASB – Kiveton Lane between Lindleys Croft and Manor Way {the one way road}
  • ASB – Tortmayns
  • Violence /Sex – Meadows / Horbiry End

7 offences in total – slightly up on the previous month but the Police consider that Todwick is very low on offences.

16/20 COUNCIL VACANCIES

No applications had been received. Members would continue to seek applications from those interested in giving their time for the benefit of the village/parishioners.

16/21 FUN DAY

Carter reported that following the sub committee meeting at the pavilion funding was agreed for a marquee. This was now booked at a cost of £550.

Hot food was the only outstanding item to be secured and she would arrange a sub meeting to discuss full logistics and timetable one week prior to event.

White explained his reasons for suggesting new external electric power points be installed at the sports pavilion.

Resolved that quotations be obtained for the works described by Councillor White and the points installed in advance of the Fun-day in June.

16/22 BONFIRE

White reported that the fireworks and protective barriers had been ordered. He would be finalizing the insurance arrangements shortly and would then be able to submit the Event Application Form to the Borough Council.

16/23 URGENT ITEMS

  1. Informer

    Gregory informed that the next edition would be published in September. A new editor was required and he asked for anyone interested to put their name forward.

    White would continue to proof read before publication and organize printing and collation of the copies ready for circulation.

  2. Council Web Site

    Gregory had spoken again with John Kelly at RMBC who had all the information required to build the parish council site within the next week or so. He would keep Members informed of progress. Once published any information would be in the public domain and available to be copied to other relevant web sites if appropriate.
