14/49 PLANNING APPLICATIONS

No planning applications had been received since the June meeting

The meeting was suspended at 8.00 p.m.

OPEN SESSION

  1. Mr. Alan Turner, Mrs. Marie Dabell and Mrs. Brenda Waller gave details of the recent meeting called to discuss local bus services and brought members’ attention to further problems users were and would experience. Alan Turner had arranged a meeting with Karl Battersby of RMBC and others for the 2nd September and depending on the outcome a further public meeting may be arranged. Local bus users were collating data on journey times and other relevant information.

    Chairman agreed that the bus services for Todwick residents were wholly unacceptable. The Council had done its very best to support bus users and it was with great regret that this had had little effect.

  2. Mrs. Brenda Waller asked why children attending the summer sports camp in Todwick had to pay £5/day, when children in other nearby parishes were only paying £2.50.

    Northall and Gregory explained that some local villages had joined the scheme several years in advance of Todwick and consequently had more attendees and could therefore offer a cheaper admission whilst at the same time funding less from their council funds than Todwick did. It was anticipated that numbers would grow in the future and any charges could then be reviewed. A charge of £5/day was still a very small charge for what was provided.

Open Session closed and the meeting was reconvened at 8.25 p.m.

14/50 COMMITTEES

Allotments

Ferris reported that:

  1. The RMBC Pest Control Officer had visited the site and there was no notable rodent activity.

  2. He was to obtain estimates for the pruning of two trees, one of which was completely unbalanced and a potential threat to the nearby plot.

  3. The prize giving had gone well and he thanked the Chairman for undertaking the judging of the plots.

    Chairman detailed the criteria used to rate the allotments during the judging process.

Recreation

Gregory reported that:

  1. Three estimates had been received for the new Sports Pavilion. The recommended builder had submitted the lowest estimate but other factors had been taken into consideration including the quality of work undertaken by the firm elsewhere in the village.

  2. The VAT exemption request was being pursued.

  3. Site works were programmed to begin on 22 September.

Resolved To appoint Harlequin Builders to build the extension and improvement of the sports pavilion.

14/51 PARISH PLAN ACTION PLAN/STRATEGIC PLAN

There were no further aspects to discuss.

14/52 MEMBER’S ACTIVITY REPORTS

  1. White was not present at the meeting but had submitted a written report of his activities to Councillor Gregory, who gave a précis, including an update on the memorial seat to be positioned near the Red Lion, anticipated income due from the PV Panels and the removal of a substantial mound of soil at the A57/Goosecarr Lane Junction.

  2. Northall had cut the grass and arranged further planting at the war memorial.

  3. Northall had cleaned out the telephone box on Goosecarr Lane and was proposing to put in new shelves. She suggested that the box be removed into a more central position in the village.

    Resolved that consideration be given to removing the box but to take advice on the practicalities of doing so since the electricity supply may still be live.

14/53 VILLAGE MAINTENANCE

Gregory reported that Mark Archer had commenced his duties and there was already an improvement in the look of the village. The Borough Council’s road sweeper had swept the streets and weed killer had been applied to the pavements.

14/54 TRAFFIC AND TRANSPORTATION MATTERS

Gregory asked that the Clerk request an update on progressing the 20 mph speed limit orders.

14/55 NEIGHBOURHOOD WATCH

A report had been received from Norman Anderson:

The Police had received no reports of anti social behaviour over the previous three months but this did not take account of a recent chase through the village. A police car had chased a youth on a very noisy scrambler motorcycle. The motorcyclist gave up the chase and was given a lecture about his unacceptable behaviour.

Since the last parish council meeting, the following crimes had been reported to the Police:

Other miscellaneous thefts

The “other miscellaneous theft” referred to one in a spate of thefts from gardens throughout the Borough. Items targeted were garden furniture, benches, specimen plants, hanging baskets, tools, children’s toys etc.

The Police were regularly driving through the village to “keep an eye on things”.

14/56 COUNCIL VACANCY

An expression of interest had been received from Dr. John Richardson of Aughton. Whilst not residing in Todwick, Dr. Richardson was Secretary of the Bowling Club and living within 3 miles of the parish boundary was eligible for election on to the Council.

A further expression of interest had been received from Mr. John Jeffrey, who had spent some considerable time tidying and caring for the Church Yard following the loss of his son and parents in law who are interred in the Church yard.

Resolved that Mr. John Jeffrey be co-opted as a member of the parish council.

Clerk would arrange for the signing of the declaration of office and inform the Borough Council.

14/57 URGENT ITEMS

  1. Pharmacy

    In the absence of White, Leah explained the background and read out e-mails received from someone proposing to open a pharmacy together with other sale items in the village. The Council had been asked to participate in a hearing to consider this.

    Resolved not to participate in the proposed hearing in view of the commercial considerations.

  2. Footway on Todwick Road

    Ferris requested that the Clerk ask what progress RMBC had made in providing the missing section of footway on Todwick Road.

  3. Commemorative Candle

    Northall reminded members of the short ceremony to be held at the war memorial at 10.00 p.m. on Monday 4 August and hoped that as many as possible would be able to attend.

The Meeting Closed at 9.40 p.m.

The next Council Meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 30th September 2014.
