Minutes of the meeting held in Todwick Village Hall

Borough Councillor Watson gave information on:

  1. An increase of 1.9% to the Borough Council Tax for 2014/15
  2. The Borough Councillor’s Discretionary Grant towards the cost of the War Memorabilia Exhibition
  3. The necessity for the Borough Council to re-submit the Draft Sites and Policies Document and consequent delay related to possible extension to the area of housing within and on the outskirts of the village.

Apologies had been received from Councillors Hill, Greer-Waring and Northall.

13/151 APPROVAL OF THE MINUTES

There were no amendments and the minutes were signed as a true record.

13/152 MATTERS ARISING

  1. 13/132

    White had enquired whether Ringway might be able to supply further road planings for use at the allotment roadway and would continue to pursue even should some charge be necessary

  2. 13/142(3)

    White had received no response from Wales High School in connection with the setting up of a youth council and had the impression that there was little enthusiasm for this.

    Gregory suggested an appropriate article be included in the next edition of “The Informer”.

  3. 13/143

    White had asked Todwick Property Services to replace the missing bricks on the flower beds on the shops forecourt. TPS will do the job but are very busy at the moment with several jobs involving replacing roof tiles after the recent storms.

  4. “The Informer”

    Councillor Greer-Waring had prepared the latest edition. Members had been impressed by the content and expressed their thanks to Councillor Greer-Waring. In future it was hoped to publish six editions/year.

13/158 PLANNING APPLICATIONS

  1. RB2014/0243

    Two storey side and rear and single storey rear extension at Green Cottage, 139 Kiveton Lane for Mr. G Tang, 89 Norton Lees Crescent, Sheffield, S8 8SQ

    Resolved to offer no objection.

  2. Gregory reported that the dormer window had now been removed from the roof of the bungalow being constructed at the rear of the carpet shop at The Pastures.

13/159 COMMITTEES

Allotments

Ferris reported

  1. That the unsafe tree had been identified by Charles Mullins from RMBC who was now researching whether it was covered by a tree preservation order.

  2. Further quotations were being sought for completely renewing the surface of the access roadway.

  3. He had enquired whether RMBC would be prepared to deal with the infestation of rabbits but officers were reluctant to offer this service.

Recreation Ground

Gregory reported

  1. That registration of the land and repairs to the gate were underway thanks to Councillor Hill.

  2. 102 letters seeking grant aid towards the cost of extending the sports pavilion had been sent out.

  3. Drug paraphernalia had been found immediately outside the sports pavilion.

  4. The Bowling Club Members were to take progress photographs of the cladding and other works at the pavilion to demonstrate what had been carried out.

Leah wished to see the improvements to the garden area and erection of a plaque in memory of Clive Pantry move forward.

Members wished to ensure that his wife Sheila was happy with any changes to the area and the wording of the plaque. The Clerk was instructed to inform Sheila.

13/160 PARISH PLAN ACTION PLAN

Leah had prepared a detailed assessment of progress in achieving the milestones and Members went through each achievement.

Resolved

  1. That Norman Anderson be asked to submit a brief report on neighbourhood watch matters in advance of monthly council meetings.

  2. That an additional CCTV camera be positioned at the village hall so as to monitor the area around the site of the war memorial and to publicise this in the next edition of “The Informer”.

Leah had also prepared a note on future strategic planning which Members were extremely supportive of and thanked Councillor Leah for preparing the reports.

Resolved

That Councillors Leah, Carter, Ferris and White comprise the strategic planning team to consider the report and submit recommendations to Council.

The meeting was suspended at 8.15 p.m.

OPEN SESSION

  1. Mr. Roy Gillot enquired as to whether any information had yet been received from the SYPTE concerning the meeting to discuss changes to local bus services.

    Gregory gave a full explanation including that although the SYPE initially agreed to meet with a small representation from Todwick Users and the Parish Council it subsequently refused to do so. The consultation period had been extended and date analysis was underway. Nothing would now be heard until the SYPTE gave its conclusions sometime around June. The first small changes would then likely be introduced in July with the more radical changes in spring 2015. The Parish Council would consider the findings once published and respond accordingly.

  2. Mr. John Rodley reported that Messrs. Jewsons were requiring supportive information in connection with the cheque for the timber cladding.

    Gregory gave the information.

Open session closed at 8.35 p.m. and the meeting re-convened.

13/161 MEMBER’S ACTIVITY REPORTS

  1. Ferris reported on the site meeting he had attended at Kiveton Park Quarry concerning Public Footpath 22. RMBC had undertaken to take sanctions against the Quarry Operators should they not comply with the conditions imposed to ensure free passage by users.

  2. White had let the Clerk have some further details required by RMBC in connection with the planning application to extend the sports pavilion. Councillor Gregory had provided him with the quotations sought regarding the proposed lighting on the roadway but further information was required to put it in a suitable format for RMBC. This was being sought and all would then be submitted to RMBC by the Clerk. White had reported the theft of some 25 road cones placed to protect the works at the war memorial site to Ringway and Neighbourhood Watch. Ringway saw no point in reporting the matter to the police and they had replaced the cones.

13/162 VILLAGE MAINTENANCE AND INSTALLATION OF SEATS AROUND THE VILLAGE

13/164 PARISH COUNCIL INCLUSION ON “FACEBOOK”

Greer-Waring was not present at the meeting and it was decided to postpone the demonstration until the March Meeting.

13/165 COUNCIL VACANCY

The vacancy had been advertised in the recent edition of “The Informer” and on the village web site.

No expressions of interest had yet been received.

13/166 EMERGENCY PLAN

Leah had revised the Plan following contributions from Councillors Ferris and White and once completed would forward for the Clerk to submit to RMBC.

13/167 URGENT ITEMS

  1. Dogs at the Allotments

    Ferris had received reports that dogs had been causing problems at the allotments.

    Clerk had recently sent an e-mail to RMBC seeking assistance with dog related problems in the village.

    Resolved that Councillor Ferris arrange the erection of a sign making clear that dogs were not allowed unless on a lead.

  2. Banner Stand

    Gregory erected a portable banner stand and suggested that something similar would be appropriate for use at the Fun-day and elsewhere making it clear when events were being funded by the Parish Council.

    Resolved that Councillor Gregory arrange for a banner stand to be purchased.

  3. The “Fun-day”

    Carter gave details of the discussions she and Councillor Greer-Waring had had with Sheila Pantry and of further attractions that it was intended to provide.

    Resolved that an additional £750 be allocated to allow additional attractions to be provided.

  4. War Memorabilia Exhibition

    Members were extremely grateful for the Rotherham Borough Ward Councillor’s award of a £450 grant towards holding the exhibition. This would greatly enhance the content and presentation of the exhibits.

    Resolved that Councillor Northall be contacted on her return from holiday and given all possible assistance by Members in the organising of the unveiling of the war memorial and memorabilia exhibition.
