Minutes of the meeting held in Todwick Village Hall
at 7.50 p.m. on Tuesday 25th June 2013

Prior to the meeting Rotherham Borough Councillor Gordon Watson informed Members about the consultation process underway concerning the RMBC Local Development Plan and the approach to him by residents of Barber Close concerned at the possible building of some 54 new properties on the adjacent green-belt land. He urged all those who wish to respond to the Local Development Plan to do so as soon as possible although he accepted that it was difficult to do this via the RMBC Web Site established for the purpose.
Following comments from parishioners and parish councillors and concerns about habitat and flora removal as a consequence of the cutting or roadside verges, he would ascertain the frequency rates and other relevant information and report back.
Discussion took place about the possible provision of a traveller’s site at Kiveton Park.
Between 7.15 p.m. and 7.45 p.m. Lesley Dabell, the Chief Executive of Age UK (Rotherham), gave a presentation focusing on loneliness and isolation. Emphasis was now being placed on the rural parts of the Borough and the involvement of other agencies such as parish councils.
Discussion took place on how this initiative and the proposed Parish Councils Good Neighbour Scheme might work together.

Clerk reported on the satisfactory completion of the audit. There were no matters requiring the issuing of a separate additional issues arising report.
Resolved
To approve and accept the annual return for financial year ended 31 March 2013
To display the annual return and notice of conclusion of audit for a period of 14 days.
The meeting was suspended at 8.10 p.m.
OPEN SESSION
Mr. Foxton and Mrs. Watson expressed concern at the possible building of some 54 new properties on the green-belt land to the rear of their properties. They would be objecting to this proposal within the Local Development Plan and urged the Parish Council and others to do likewise. They were seeking advice as to how make Todwick residents aware of this development in order that more could object and Members made some suggestions.
The Open Session closed and the meeting was reconvened at 8.25 p.m.

13/32 PLANNING APPLICATIONS
RB2013/0790
Erection of building comprising of 3 No. apartments at land adjacent 53 Storth Lane
Todwick for Mr. Wright, Rightstone Lodge, Kiveton Lane, Todwick.
Clerk reported that the application was for Storth Lane at Wales and not Todwick.
Resolved to offer no objection.
13/33 COMMITTEES
Recreation
Gregory was not in attendance but had e-mailed Members and reported:
There had been a break in at the sports pavilion. This was discovered on 12 June when cricketers arrived for practice. The door had been forced and the main room trashed. All the fire extinguishers had to be replaced and an invoice would follow. The incident had been reported to the police.
The storage container had been painted green in compliance with the planning approval and the benches in the Mary Gregory Play Park had also been painted. Councillor White was thanked for helping in doing this.
Allotments
Ferris reported that two allotments were not being adequately cultivated and the holders would be given an appropriate warning. The RMBC Pest Control Officer would be attending within the next week.
13/34 PARISH PLAN ACTION PLAN
Resolved that articles be included on the Todwick Web Site and in “The Informer” newsletter giving information on the Age Concern Loneliness Initiative and linking this into the Todwick Good Neighbour Scheme.
White had met with Andrew Lee from RMBC. They had agreed the extents of the proposed waiting/parking restrictions at the junction of Kiveton Lane and The Pastures. Further legal work remained and advertisements would have to be placed in the local newspaper but the measures should be introduced in approximately four months time.
13/35 MEMBER’S ACTIVITY REPORTS
White had
Helped paint the seats in the children’s playground
Submitted the application for the provision of the war memorial and discussed the proposal with the Curate
Attended the Rother Valley South Parishes Meeting
13/36 VILLAGE MAINTENANCE AND INSTALLATION OF SEATS AROUND THE VILLAGE
Pantry suggested that more seats would be beneficial.
Resolved that two metal seats be erected close to the play area at the recreation ground.
13/37 TRAFFIC AND TRANSPORTATION MATTERS
The additional bollards had been erected at the south-west corner at the junction of Kiveton Lane and The Pastures.
13/38 YOUTH ACTIVITIES
The Mega Active Summer 2013 initiative was now advertised.
13/39 URGENT ITEMS
School Diligence Awards
Resolved that the Council fund these as previously.
Local Development Framework
Resolved to send a letter objecting to the proposal to erect properties on the green-belt land to the rear of Barber Close. The objection would refer to various detrimental effects any development would have, including those on traffic, drainage and the local school.
Flooding at Goosecarr Lane
Pantry gave details of the recent flooding which would be exacerbated should more properties be built in this area.
Village Notice Board
This was looking quite shoddy at the moment – mainly as a result of people using staples to put notices up but not removing them when the notices were later taken down.
Resolved that Councillor White have the frame of the notice board fronting the village hall painted and erect a sign asking that staples not be use when items were displayed.
Fence at Children’s Playground
Chairman had received a report from Mr. Rusling and would arrange for necessary repairs to be undertaken to the timber fence.
The Meeting Closed at 9.22 p.m.
