12/188 APPROVAL OF THE MINUTES

26th March 2013

12/168(2) minute to read from (and not form) the Village Hall Committee.

The amendment was made and the minutes signed as a correct record.

12/189 MATTERS ARISING

  1. 12/168(1)

    Gregory reported that his comment that it was unlikely that there would be the opportunity to extend the recreation area referred to the land to left hand side of the boundary only.

  2. 12/175

    White reported that, subject to suitable weather, the repairs to the bottom rail on the Todwick Village Hall east window were now programmed to be undertaken on 17 May.

The meeting was suspended at 7.10 p.m. to allow Borough Councillor Gordon Watson to discuss the RMBC Planning Local Development Framework.

Borough Councillor Watson outlined possible changes to the green belt in the area and gave information on the consultation process to commence in late May. An event would be held on the 16 June at Wales Parish Hall when the public could view possible changes to the green belt and opportunities for future development. He encouraged as many as possible to attend and to subsequently express any concerns they might have since potential highly significant changes were possible

Borough Councillor Watson informed that the road from the A57 to Dinnington would be re-opened on 19 May. Completion of the A57 Improvement Scheme was still programmed to be completed by January 2014.

Subsequent discussion took place on both these issues and Councillor Watson left the meeting at 7.25 p.m.

12/190 DECLARATION OF MEMBER’S INTERESTS

Ferris, Greer-Waring, Leah and White were members of the village hall committee, declared an interest and would not participate in any relevant vote at the meeting.

12/191 URGENT ITEMS FOR LATER CONSIDERATION

  1. Roadway lighting at the recreation ground.

The meeting was suspended at 7.30 p.m. to allow the Annual Assembly Meeting to be held and re-convened at 8.20 p.m.

12/192 CLERK’S REPORT

Clerk had

  • Undertaken all the duties placed on him at the last meeting.
  • Complied with the requirements of notice etc required for the external audit.
  • Purchased a new lap-top computer, software, security and other peripherals and subsequently been able to submit real time information on pay and tax compulsorily required by HMRC.

Clerk had submitted the end of year documentation to the Internal Auditor. This had been checked and confirmed as being wholly in order.

12/195 PLANNING APPLICATIONS

  1. RB2013/0426

    First floor side extension with rooms in the roof space and dormer windows to front and rear and a single storey front extension at 18 The Meadows for Mr. K Hughes.

    Resolved to offer no objection.

12/196 COMMITTEES

Allotments

Ferris reported:

  • All allotment rents had been collected and banked
  • All plots were let.
  • The pest control contract with RMBC had been signed and paid for.

Recreation Ground

Gregory reported:

  • There had been problems caused by the football clubs continuing to use the facilities after the date when the cricket club had designated sole usage. He would be speaking with football club representatives and seeking the payment of additional fees should this be deemed appropriate. He had replaced missing light bulbs and cleaned the pavilion including toilets which had been left in a disgusting condition by the football clubs.
  • A small water leak had been repaired.
  • He was to attend a meeting with RMBC on 10 May and sign the Grounds Maintenance Contract on behalf of the Council. For the coming year the cost for maintaining the children’s playground had been reduced to £42.28/month.
  • He had unfortunately been one day late in submitting the grant application to Sport England and this could now be done until October.
  • Veolia was presently deliberating on where grant monies were to be allocated and a decision on the Council’s bid was expected very shortly.
  • Following a reminder from Councillor Greer-Waring he would arrange for the storage container to be painted green in compliance with a condition of the recently obtained planning permission.

12/197 PARISH PLAN ACTION PLAN

  1. War Memorial

    Northall reported on further quotations received for providing the memorial and associated building and planting work.

    White and Northall were to meet with RMBC Planning and Highway Officers on 3 May to discuss the possibility of erecting the memorial and carrying out other associated works on the north side of The Pastures at the junction with Kiveton Lane.

    Resolved

    • To request the removal of the telephone kiosk at this location since it had been confirmed that it had been very seldom used over the last two years and never as a consequence of an emergency situation.
    • To further consider alternative designs for the area.
    • To fund works in accordance with Section 137 or via donations should planning consent be obtained.
    • That any obelisk be of black granite.
  2. Well Man/Woman

    Leah/White were to discuss possible options further.

  3. Good Neighbour Scheme

    Leah stated that although this action had been started it had unfortunately stalled and efforts needed to be continued to put a scheme in place both for those requesting support and those willing to give it.

    Ferris believed a presentation on the Rotherham Less Lonely scheme would assist the Parish Council in completing this task.

12/198 MEMBER’S ACTIVITY REPORTS

  1. Ferris had attended the Parish Network Meeting on 16 April. Presentations were given on Automatic External Defibrillators, the Rotherham Less Lonely Campaign, Changes to the

    Welfare Payment and Services in Rotherham and the Rotherham Local Plan. Lesley Dabell, the Chief Executive of Age UK had given the presentation on Rotherham Less Lonely Campaign and he hoped to be able to invite her to a future meeting of the Council.

  2. Gregory had been contacted by Helen Johnson of the Worksop Guardian Newspaper and asked to comment on the A57 Improvement Scheme works presently underway. He had commented that the Council had no criticism on the works in hand but continued to object that no right turn facility was to be provided into Goosecarr Lane.

  3. White had attended the Seven Parishes Meeting where great concern had been expressed about the lack of consultation with parish councils by RMBC. A Senior RMBC Councillor was to be invited to the next meeting and White would attend on behalf of Todwick Parish Council.

12/199 VILLAGE MAINTENANCE

There were no new matters to discuss.

12/200 TRAFFIC AND TRANSPORTATION MATTERS

RMBC had informed of the proposal to introduce parking restrictions at the junction of Kiveton Lane and The Pastures.

Clerk had written to support the proposals.

Gregory hoped that RMBC would now turn attention to the imposition of a village wide 20 mph speed limit.

12/201 LOCKING OF RECREATION GROUND GATES

Gregory informed that one of the contractors who had expressed an interest in providing lighting at the recreation ground may have a possible solution to the automatic locking and unlocking of the entrance gate but no firm proposals had so far been submitted.

12/202 YOUTH ACTIVITIES

There were no new matters to discuss.

12/203 CHILDREN’S PLAYGROUND

Leah would discuss possible dates for the unveiling of the commemorative plaque with Councillor Pantry and Sheila Pantry.

12/204 WELCOMING LETTER TO NEW TODWICK RESIDENTS

Clerk had sent out three further letters.

12/205 VILLAGE HALL ENERGY MANAGEMENT SYSTEM

White reported that development and installation of the system was going well.

12/206 HEART START SCHEME

There were no new matters to discuss.

12/207 URGENT ITEMS

  1. Roadway lighting at the recreation ground.

    Resolved to consider further as an agenda item at the May meeting.
