Gregory reported it unlikely that there would be the opportunity to extend the area.

White reported that a “Smart” meter had been installed and that following representations form the Village hall Committee £200 had been refunded by the electricity provider.
12/169 DECLARATION OF MEMBER’S INTERESTS
Greer-Waring, Ferris, Leah and White were members of the village hall committee, declared an interest and would not participate in any relevant vote at the meeting.

- Had undertaken all the duties placed on him at the last meeting.
- Informed Members of the various criteria related to the external audit. The completed Annual Return to be with the External Auditor on 11 June 2103.

Members reviewed the effectiveness of the Parish Council’s internal control measures including the management of risk.
Resolved
- To accept that the existing internal control measures were satisfactory.
- To seek confirmation that the Internal Auditor, Margaret Clark was agreeable to continuing to undertake the role which she had so effectively carried out for several years.
- To urgently appoint a new Internal Auditor should this be necessary.

12/174 PLANNING APPLICATIONS
No new applications had been received.
12/175 COMMITTEES
Allotments
Ferris reported:
He had collected and banked the rents collected.
- Rents were yet to be received from 11 plot holders.
- There were three on the waiting list but he was aware that one holder was about to give notice.
- The Pest Control Officer would be making his last visit the following day under the existing contract with RMBC.
Recreation Ground
Gregory reported:
- Further quotations for the roadway lighting had been received.
- Quotations for the bigger pavilion/community building had also been received.
- He had requested quotations for locking arrangements to the entrance gates.
Village Hall
White reported:
- Repairs to the window sill had been delayed due to the inclement weather.
- He and Councillor Ferris had undertaken a survey and arrangements were being made through an energy management system to zone the various rooms and thereby effect more economical and efficient heating arrangements than at present.
12/176 PARISH PLAN ACTION PLAN
Leah considered that three issues were presently outstanding:
- The good neighbour scheme
- Provision of a war memorial
- Well man/woman clinic
Northall and White had visited recently erected memorials at Aston and Killamarsh. They had also spoken with RMBC Planning and measured the preferred site for locating this i.e. at the The Pastures/Kiveton Lane frontage of the village hall. Research had also been undertaken into possible materials and designs.
Northall gave a presentation using sketches showing a proposed layout which included a war memorial, a conifer tree which would also serve as a Christmas tree. The existing seat, litter bin and street nameplate would be relocated but remain within the area. The telephone box would need be removed or re-located.
It was also intended to liaise with Todwick Church.
Members were very supportive of the proposals.
Resolved that further research be undertaken into costs and funding/sponsorship.
12/177 MEMBER’S ACTIVITY REPORTS
Ferris reported on Jim Tompkins hard work in producing draft leaflets for both long and short footpath walks in and around the village.
Clerk suggested contacting RMBC because design, printing and funding might be offered.
- Greer-Waring confirmed that the Easter Egg Hunt was to go ahead as planned on Easter Sunday and asked for any volunteers to arrive at the village hall for 10.00a.m.to help in setting up tables and so on.
12/178 VILLAGE MAINTENANCE
Chairman had received a telephone call from a lady resident concerning the possible provision of a memorial to her recently deceased partner who much loved the village.
Members were supportive and made several possible suggestions as to siting and so on.
Gregory reported on the recent litter pick and thanked all who had assisted.
Leah and White had cleared several bags of rubbish from Goosecarr Lane but were disappointed that the area was just as bad a few days later.
Gregory confirmed that the next pick would concentrate on Goosecarr Lane and the area around the recreation ground.
12/179 TRAFFIC AND TRANSPORTATION MATTERS
There were no new matters to discuss.
12/180 LOCKING OF RECREATION GROUND GATES
There were no further matters to discuss.
12/181 YOUTH ACTIVITIES
Northall reported that advance publicity was to be given to the May events including the handing out of leaflets to parents at the Easter Egg Hunt.
12/182 CHILDREN’S PLAYGROUND
There were no further comments to make.
Resolved That the unveiling ceremony be delayed until after the Easter school, holidays and when weather conditions were more appropriate.
12/183 WELCOMING LETTER TO NEW TODWICK RESIDENTS
Pantry had prepared a draft and the first letter had now been sent by the Clerk.
12/184 VILLAGE HALL ENERGY MANAGEMENT SYSTEM
The matter had been discussed earlier in the meeting at Minute 12/168(2).
12/185 HEART START SCHEME
Greer-Waring had received two responses both of whom had medical training. Only one further was required before the system could be introduced.
12/186 URGENT ITEMS
Wheelie Bins
Several reports of residents leaving refuse bins on the highway for some time after the collections had been made causing problems for footway users.
Resolved that an appropriate article be included in the next edition of “The Informer”.
Footway at Goosecarr Lane
The footway on the eastern side had been flooded due to water running off adjacent land.
Chairman was waiting for the weather to improve in order that he could obtain access to the ditch, assess fixing arrangements for the new trash screen and subsequently prepare the method statements required by RMBC.
The Meeting Closed at 9.05 p.m.
The next Council Meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 30th April 2013.
