Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 29th January 2013

Rotherham Borough Councillor Gordon Watson was present and the meeting was suspended to allow him to address Members.

He had spoken with the Planning Case Officer at RMBC concerning the storage container sited immediately adjacent to the sports pavilion and recommended a further application be made for temporary approval to allow this to remain in its present position until 2018

Members thanked Councillor Watson for his efforts on behalf of the Council. He left the room and the meeting began at 7.15 p.m.

Clerk drew Members attention to existing balances and discussions took place on ensuring planned expenditure to the end of the financial year.

Resolved that the Clerk seek formal approval from RMBC to secure a grill to the entrance to the culvert on Goosecarr Lane in an attempt to prevent future blockages and flooding in the area.

Resolved to contribute £1500 towards the – Fun-day, Music by Moonlight and the Gardens, Art, Scarecrow Trail events planned for 2013.

    Chairman explained the potential impact on Todwick Village and in particular the land immediately to the south.

12/135 PLANNING APPLICATIONS

  3. Resolved that the Clerk submit a formal planning application for temporary approval to site the existing storage container at the Goosecarr Recreation Ground until 2018

12/136 COMMITTEES

Recreation Ground

Gregory reported on the receipt of details and quotations for provision of lighting at the south side of the access road and car parking. He had received positive comments about the recent laying of the boundary hedge although some debris from the operation remained to be cleared.

Chairman explained that this would be done once ground conditions were suitable and thereby any damage to the ground avoided.

12/137 PARISH PLAN ACTION PLAN

Northall had undertaken further research into designs and other aspects associated with the acquisition and erection of a war memorial.

Members discussed potential siting options including at the millennium garden and children’s playground close to the Church.

12/138 MEMBER’S ACTIVITY REPORTS

  1. Gregory reported on the re-siting of the concrete railway sleepers at the recreation ground roadway in order to prevent vehicles parking on the playing surface. He expressed his personal thanks to Barry Northall and Gary Greer-Waring for their assistance.

    Northall had observed one vehicle which had still be able to avoid the sleepers and Gregory undertook to carry out a further appraisal and further adjustment as necessary.

  2. Gregory had attended the most recent meeting of the Environment Group when attendance had been some 25% lower than previously.

  3. White presented a short paper giving details of income received following the provision of PV Panels at the village hall and showing a return of some 15.9% on the initial outlay. Based on the figures the outlay would be paid back within the next 5.3 years and thereafter the electricity used would effectively be free. It had been noted that general electricity usage had not dropped as expected with the panels. The existing meter was very old and British Gas had said that, although rare, it was incompatible with a PV system. It is being replaced.

    Resolved to thank Councillor White for his report confirming the efficacy of providing the panels.

12/139 VILLAGE MAINTENANCE

There was nothing to report.

12/140 TRAFFIC AND TRANSPORTATION MATTERS

  1. Gregory referred to the planned deployment of our portable vehicle activated sign following the 29th November meeting with RMBC. These would be returning to the village on a regular basis. Nothing further had been heard about the request for a 20 mph village wide speed restriction or the extension of parking restrictions because these were still being investigated by RMBC Officers.

  2. Leah noted that the SYPTE had not yet responded as requested to the concerns about local bus services.

    Resolved that the Clerk send a further reminder

12/141 LOCKING OF RECREATION GROUND GATES

There was nothing to report.

12/142 YOUTH ACTIVITIES

Northall reported that there would be a play week during the May school half-term holidays and a further week at the beginning of the school summer holidays in July.

12/143 CHILDREN’S PLAYGROUND

Chairman had ordered the plaque and once received, would arrange its fixing to the stone and positioning at the entrance.

Resolved that Councillor Pantry formally unveil this and that the local press be invited to attend.
