11/113 PLANNING APPLICATIONS
No new planning applications had been submitted.
White had received a report concerning an application for a school to be run by the Plymouth Brethren on Todwick Road at Dinnington.
He would report back to the person making the report that this application had been before the parish council and no objection raised.
11/114 COMMITTEES
Allotments
Ferris reported a further visit from the Pest Control Officer who reported that his department might be combining with another in 2012/13. He had read the water meter that remained as before proving there was no leak.
Recreation
Gregory reported that a 40% subsidy by RMBC would reduce the annual cost to £8,048, a 45% reduction to £7,377 and a 50% reduction to £6.707. The competitive quotations received from private contractors were not able to compete with these figures. He was writing to the companies concerned but stating that the situation would be reviewed for year 2013/14.
11/115 MEMBER'S ACTIVITY REPORTS
White had together with Councillor Leah attended the awards ceremony at Wales High School that had been most enjoyable.
White had assisted Councillor Leah with her work on the parish plan.
White had received an e-mail from Dave Temple at RMBC Planning concerning the dreadful condition of Footpath 22. He had replied asking for details of precisely what action was to be taken.
White reported on the successful installation of the PV panels at the village hall. The system was working correctly. A decision had apparently been made on grant applications but this could not be announced until completion of the adjudication process unfortunately delayed due to the illness of the adjudicator.
Members offered their most grateful thanks for the tremendous work by Councillor White in this regard.
Leah reported that she and Councillor Pantry had hosted a meeting of parish councils considering the consultation document concerning the Localism Act and community involvement. Tina Chamberlain and Peter Foyle had attended and offered some advice on participatory budgeting and possible avenues to pursue in respect of potential grants for the provision of a new sports pavilion. It had also been suggested that the parish council consider establishing a youth parish council and she asked that an item for this be placed on the January 2012 Parish Council Meeting Agenda.
Northall had discussed the youth parish council issue with the Clerk to Aston Parish Council who had one in place and gave a précis of how this was established and worked in practice.
Resolved that an item be placed on the agenda for the January 2012 council meeting.
11/116 VILLAGE MAINTENANCE
Palmer displayed the notice prepared advertising the vacancies for both a village handyman and school crossing patrol person. No interest had been shown in the crossing patrol vacancy but there had been some enquiries concerning the handyman position. One of the main problems was the routine locking/unlocking of the gate into the Recreation Ground, which no one wanted to carry out on a daily basis.
Resolved that Councillor Hill research the possibility of providing an automatic locking/unlocking device at the entrance gates to the recreation ground.
11/117 PARISH PLAN ACTION PLAN
Leah detailed the work undertaken by herself and other councillors on producing the final village plan now being distributed to all relevant individuals and organizations and thanked Councillor White for his invaluable help. She had obtained information from the Clerk and would be forwarding actual costs to Rural Action Yorkshire.
11/118 CO-OPTION OF NEW MEMBER
Resolved that Councillor Pantry hold preliminary discussions with the applicants and report back to members.
11/119 URGENT ITEMS
Vacant Shop Premises at The Pastures
Ferris had noted further broken windows at the vacant premises.
Resolved to report the matter to the police in the interests of public safety since the owners had taken no action despite numerous requests.
Gap in Hedge at Goosecarr Lane Recreation Ground
Clerk reported a complaint received that afternoon from a grandparent concerned about the closeness of this gap to the children's play area and the potential threat to their safety.
Chairman had the requisite materials and hawthorn whips at home and would have these installed in the gap without delay.
The Meeting Closed at 8.45 p.m.
The next Council Meeting will be held in Todwick Village Hall at 7.00 p.m. on Tuesday 24th January 2012.
