11/70 APOLOGIES

Apologies were received from Councillors Gregory and Palmer

11/71 APPROVAL OF THE MINUTES - 27 September 2011

There were no amendments and the minutes were signed as a correct record.

11/72 MATTERS ARISING

  1. 11/53(2)

    White had been unable to contact David Temple who was presently on holiday. He would do so as soon as possible and report back on the Nottinghamshire Recycling planning application and in particular whether this included any proposals to solve the Footpath 22 problem.

  2. 11/59 Village Hall

    White reported on the success of the CCTV. The police had identified both the youths. The repairs to the dislodged coping stone had been paid by one of the parents and the other young person's behaviour had been referred to the Deputy Head of Wales High School where he was a pupil.

11/73 URGENT ITEMS FOR LATER CONSIDERATION

There were no urgent items requested for consideration.

11/76 ANNUAL RETURN 2010/11

Clerk reported on the completion of the audit and the issues arising from it.

Resolved

  1. To approve and accept the Annual Return for Financial Year ended 31 March 2011

  2. To accept the issues arising from the audit

  3. To disclose to the Charity Commission that the parish council is the sole trustee of the Recreation Ground Charity.

White understood that Councillor Gregory had already made the prescribed changes but if not he was confident this would be done soon.

11/77 CORRESPONDENCE

Copies of all correspondence received had been sent to members on receipt or included with the papers for the meeting.

    Resolved that Councillor Northall look at the possibility or otherwise of Todwick participating

    Clerk had not received the promised reply despite his telephone call to the office responsible.

  10. Hobson's Nurseries - Hanging Baskets and Planting Areas

    Clerk reported that the prices for 2012 remained as 2011 including the provision of bigger hanging baskets on The Pastures as requested by the Chairman.

11/78 PLANNING APPLICATIONS

  1. RB2011/1364

    Outline application for the reinstatement of Grange Lodge, Todwick Grange, for Mr & Mrs Dashper

    Resolved to offer no objection to the application.

11/79 COMMITTEES

Allotments

Ferris reported that the RMBC Pest Control Officer had made his routine visit. There were no major problems. There was a possibility this service would be closed following the cuts in the government's funding of local authorities.

He had turned off the water supply the previous weekend but would continue to monitor readings to double check that there was no leak.

Village Hall

White reported that a decision on the partial grant application for the PV panel project was anticipated soon. In the meantime, he had obtained new estimates for installation of the panels, which were refreshingly lower than the original quotes.

Resolved that, should the grant not be approved then the original £8000 pledged by the parish council would stand. In the event that the Village Hall decided to commit the balance of the monies for installation of the scheme the FIT income for the first few years would be credited back to the TPC/TVH on a pro-rata basis.

Recreation

Northall reported that two quotations for grounds maintenance had been received to date but more were anticipated shortly.

The meeting was suspended at 8.10 p.m.

OPEN SESSION

  1. Jack Cloke representing the A57 Action Group reported on the public inquiry and subsequent unsatisfactory article in the Dinnington Guardian Newspaper. Councillors Hill and White had also attended and added further comment. It was not yet known when the Secretary of State would make his decision.

Open Session closed and the meeting was reconvened at 8.20 p.m.

11/80 MEMBER'S ACTIVITY REPORTS

  1. White had attended the public inquiry.

  2. White had worked with Councillor Leah on the parish plan

  3. White had met with Sam Rowley from RMBC and agreed the precise locations of the village signs. Quotations for the erection of the signs were due shortly.

    Resolved that the Clerk write again to Zurich to ensure the necessary additions had been made to the insurance policy.

  4. White had received an invitation to attend the awards evening at Wales High School.

    Resolved that he and Councillor Leah represent the parish council.

    Resolved to thank Councillor White for his hard work on behalf of the Council.

  5. Northall reported that the telephone box had been painted, shelves positioned and books supplied. She had completed the work with the help of her husband and Councillors Gregory and White.

11/81 VILLAGE MAINTENANCE

A quotation had been covering routine maintenance. Further would be sought.

11/82 PARISH PLAN

Leah gave details of the work she and Councillor White had undertaken and thanked Councillor White and others for their support and assistance in the project. Tasks undertaken since the last parish council meeting included making final amendments to the draft report, working with Rural Action Yorkshire to finalise the graphs to be used in the report, visiting and obtaining quotes for the publishing and printing of the final report and subsequently appointing a printer, details of the estimates having been previously circulated.

Leah also informed Councillors that the first Informer Bulletin had been completed and circulated to all households in the village which gave an update on actions commenced and, in some cases, completed.

She asked that all Councillors now look at and commence work on the individual actions within the Action Plan which had been assigned to them. This would enable updates to be given for the foreseeable future at each Parish Council meeting with a view to updating villagers by way of further Informer Bulletins.

Leah had had now prepared a letter to a number of supermarket retailers asking for research and consideration of an "express store" being considered for Todwick which the Clerk was instructed to send.

Leah said the published report would be available for the November 2011 Parish Council meeting prior to it being forwarded to Rural Action Yorkshire by the deadline date of 1st December 2011.

Resolved to thank Councillor Leah for her hard work on behalf of the Council.

11/83 DONATIONS

  2. To consider applications from SK58 Birders, Todwick WI and Todwick Cricket Club at the November Budget meeting.

11/84 RISK ASSESSMENTS

Ferris was to carry out the PAT testing.

11/85 CHRISTMAS TREE

Resolved to purchase a set of external lights for display on the tree outside the village hall.

11/86 URGENT ITEMS

There were no urgent items.

The Meeting Closed at 9.05 p.m.

A budget meeting will be held in Todwick Village Hall at 7.00 p.m. on Tuesday 8th November 2011.
