10/111 APOLOGIES

An apology had been received from Councillors Bennett and Palmer.

Helen Johnston - Dinnington/Worksop Guardian Newspaper had also sent an apology.

10/112 APPROVAL OF THE MINUTES

    Pantry commented that Clerks have to do the training.

    Gregory said the board already exists all that is needed are the words "No Parking Beyond This Point" painting on it.

There were no other amendments and the minutes were signed as a true record.

10/113 MATTERS ARISING

  1. 10/83(5)

    White reported that at the last VHMC meeting members had been informed that the Charity Commission were agreeable to the proposed resolutions subject to their re-formatting into their preferred style. A disclaimer was required signed by all those organisations named in the Trust Deed who now no longer used the Village Hall.

    The re-formatting was now complete and the disclaimers were in the process of being signed. Once all the documents were collated they would be forwarded to the Charity Commission for ratification.

    Resolved that the Village Hall Management Committee Resolutions be attached to the minutes of the meeting.

10/117 CORRESPONDENCE

Clerk had received no correspondence other than that related to the planning applications.

10/118 PLANNING APPLICATIONS

  1. RB2010/1587

    Outline application for erection of 4 No. dormer bungalows with details of layout, access, scale and appearance (renewal of RB2010/1165) at 44 Kiveton Lane for Mr. Bucknil, 5 Blenheim Road, London, WA4 1UB

    Resolved to object for the same reasons as the previous application.

    Conservatory to rear of 64 The Meadows for Mr. & Mrs. Grice

    Resolved to offer no objection.

  3. RB2010/1620

    Single storey front and side extension with rooms in the roof space at 2 The Pastures for Mr. Graeme Tizard

10/119 COMMITTEES

Allotments

Ferris had nothing to report.

Clerk informed that water bills would once more have to be paid now that the allowance for earlier overcharging had come to an end.

Recreation Ground

The Village Maintenance contractor had now turned off the water supply which would only be turned on when football teams required use of the pavilion. The leak on the tap present only when turned on would be repaired in the spring.

10/120 DONATIONS TO PARISH EVENTS/ORGANISATIONS

Resolved to defer consideration until the January 2011 meeting.

10/121 MEMBER'S ACTIVITY REPORTS

Leah reminded members that the next meeting of the Parish Plan Steering Group was scheduled for 10 am on Wednesday 15 November.

10/122 VILLAGE MAINTENANCE

Leah reported that Councillor Palmer had informed her that no timesheet had been received this month as very little work had been undertaken as a result of the recent extreme weather conditions.

10/123 ADDENDUMS TO VILLAGE HALL CONSTITUTION

There were no further matters to discuss.

10/124 RECYCLING

Resolved to delay consideration until Councillor Bennett was present.

10/125 GOOSECARR LANE TELEPHONE BOX

Northall reported that she was still waiting for developments in relation to possible sponsorship and acquiring the necessary paint.

Members discussed the question of appropriate shelving.

Northall suggested purchasing shelving from IKEA.

Gregory suggested hiring a shop-fitter may be more appropriate.

Chairman suggested that it could be possible to have some lengths cut and tightly wedged onto the glazing bars.

Resolved that the Chairman and Councillors Northall and Ferris inspect in the New Year.

10/126 EMERGENCY PLAN

Leah referred to the recent weather related incident resulting in the closure of the A57 when vehicles/drivers were stranded. She was surprised that RMBC had not sought assistance and invoked Todwick's Emergency Plan. She had contacted the South Yorkshire Police Force Incident Manager on behalf of the Village Hall Trustees to offer the Village Hall as a second refuge although in the event this offer had not been taken up.

Members agreed that RMBC should be asked the question - What constitutes an emergency and what is the criteria for them invoking the Emergency Plan?

10/127 MOBILE CCTV

White referred to the recently installed mobile CCTV and his enquiries to ascertain how/who has access to view recorded images. In an effort to deter anti-social behaviour it was agreed that an article should be placed in the next "Informer" to inform villagers that there was now access to CCTV monitoring but without disclosing where the camera was sited and emphasising that when incidents occurred residents needed to report matters to the police on 01142 202020. This would automatically trigger the camera film being viewed.

10/128 YOUTH CLUB

Resolved to defer consideration until the January 2011 meeting.

10/129 RMBC WINTER MAINTENANCE

Discussion took place on the reprehensible lack of attention given to the roads in Todwick. Some 10 days had elapsed with no really visible Borough Council presence in the village. It was acknowledged that people had an obligation to go to work or face financial penalties or having to take annual leave if they did not do so. It was noted that previous requests for grit bins, the latest being on the end of Mortains had been refused by RMBC. There were pros and cons of the parish council providing grit bins.

White gave an example of where three local communities were working together in partnership to hire their own tractor to plough local roads.

Resolved that a letter should be written to RMBC to include:

  • The situation Todwick found itself in this time was deplorable
  • What intentions/plans/preparations had been in place for the winter?
  • What lessons had been learnt to ensure a better service could be delivered next time?
  • Would local farmers/contractors be eligible to be used next time?
  • Why was the local farmer's offer of free help turned down on this occasion?

10/130 DOG WARDENS/CONTROL

The meeting scheduled for 10th December had been postponed as a result of the extreme weather conditions and would be re-arranged for the New Year.

10/131 URGENT ITEMS

  1. Village Hall VAT

    Members discussed the pros and cons of the parish council claiming back village hall related VAT expenditure as appeared to be possible from a recent article.

    Resolved that the parish council not pursue claiming in this way.

  2. Post Office Services and Delivery

    Leah raised two connected issues:

    1. A complaint received from her neighbour regarding the poor postal service deliveries received during the bad weather.

      Members believed that poor access into the village for Post Office transport had undoubtedly contributed to this.

    2. The possibility of linking in with the school to provide an educational initiative by running a limited number of Post Office functions using volunteers/school children.

      White undertook to discuss this further with Councillor Bennett in her capacity as a School Governor.

The next monthly council meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 25th January 2011.
