Minutes of the meeting held in Todwick Village Hall

Councillor Palmer had sent his apologies.
08/163 APPROVAL OF THE MINUTES

The amendment was made and the minutes signed as a correct record.

Chairman had not yet received notification of the date of the meeting.

Mathieson reported on discussions with the Cricket Club. In the event of demolition of the pavilion the Council would give 24 hours notice for the Club to remove any contents.

Kettell had contacted the Historical Society whose members would be putting forward suggestions shortly.

Clerk had received no notification from the Big Lottery Fund.

The meeting was suspended at 7.30 p.m. to allow the Annual Assembly to be held and re-convened at 8.00 p.m.
OPEN SESSION
Sale of Land at Storth Lane
Mr. T Smiles and Mr. C Clayson expressed concern at to the future use of a plot of land recently purchased off Storth Lane.
Chairman/Clerk/Members gave what information was presently in the public domain. The land appeared to have been bought as grazing for horses. Access was only possible via Storth Lane. Since this was a bridleway any illegal use could be reported to RMBC as the Highway Authority. Enforcement action could be taken and this might include a locked facility whilst at the same time allowing permitted access. Should any illegal or unauthorised use be observed then it would be best to keep accurate records and copy these to the Parish Council and/or the Borough Council.

08/166 CLERK'S REPORT
Clerk had:-
- Carried out all the instructions given to him at the last meeting.
- Sent a sympathy card to the Internal Auditor following the death of her husband.
- Prepared all the requisite financial documentation for the year ending 31 March 2009.
- Submitted the application for refund of VAT paid in 2008/9.

08/168 CORRESPONDENCE
RMBC - Attendance at the Planning Board Meeting to consider RB2008/1653
Chairman reported that following the various representations including his own the application had not been approved.
Resolved to thank the Chairman for his attendance and presentation to the RMBC Board.
RMBC - Borough Standards Committee
BDO - Annual Audit for Year Ending 31 March 2009
Clerk had posted the requisite notice.
Clerk reported that Councillor Palmer was to meet with the Internal Auditor to discuss whether she wished to continue with her responsibilities following the death of her husband.
Equality & Human Rights Commission - Public Sector Duties
Clerk had copied the documentation for each member.
08/169 PLANNING APPLICATIONS
RB2009/0445
Conversion of barn to dwellinghouse including extension to roof with rooms in roofspace at Grange Farm Sheffield Road Todwick, for Mr. Hartley
Resolved to offer no objection.
RB2009/0446
Demolition of existing conservatory and garage, erection of single storey front, side and rear extension (part to form granny flat), enlargement of roof, formation of first floor to rear, dormer window to front and single storey front extension at 5 Osborne Road Todwick, for Mr. Evison

08/170 COMMITTEES
Allotments
Mathieson reported:
- The Register had been updated
- There were still eight persons on the waiting list to cultivate an allotment
- One rent remained to be collected but the holder had recently broken his leg and was proving difficult to contact.
08/171 MEMBER'S ACTIVITY REPORTS
White and Gregory had undertaken risk assessments at all the Council owned/maintained sites. Items requiring attention such as testing of electrical equipment and surfacing at the children's playground would be dealt with as a matter of urgency.
White was to discuss with Councillor Palmer those items which could be dealt with by the Village Maintenance Contractor. These included painting of the slide at the recreation ground, repairing the bench in the millennium garden and painting the kitchen ceiling in the football pavilion.
White had arranged the visit to the pavilion facility at Aston and circulated copies of photographs to members.
Pantry had been advised that preparations for the Funday and Music by Moonlight events were progressing satisfactorily.
08/172 VILLAGE MAINTENANCE CONTRACT
Routine works had continued by the Contractor.
08/173 NOTICE BOARD
Kettell reported that the notice board had been erected and the public rights of way map displayed.
08/174 DOG FOULING
Chairman held up a leaflet distributed by RMBC Streetpride giving details of the work carried out to remove dog excrement.
Kettell would include an article in the next edition of The Informer newsletter.
08/175 URGENT ITEMS
Cricket Pavilion
Chairman had visited the cricket pavilion with a demolition contractor and an asbestos surveyor. The cost of demolition including an asbestos survey was likely to be some £4-£4,500.
Mathieson suggested that the electric and water supplies to the building would need cutting off at appropriate points but with suitable provision for re-connection should this be appropriate in the future. This would add a further £3-£500 to the total cost.
Resolved that the Chairman obtain a minimum of three competitive quotations for removing the pavilion in its entirety.
PROW Map
White had received a complaint that Hardwick Lodge did not appear on the map.
Clerk Storth Lane appeared to have been spelt incorrectly.
Stile at Mill Fields
White passed to the Clerk a photograph showing the poor condition of a fence post within the stile to the public footpath at the end of Millfields.
Clerk would report this to RMBC. Since there was no livestock in the field it may be possible to dispense with the stile and provide more open access.
Dumping of Building Materials/Debris at Kiveton Lane Plantation
Chairman had reported the dumping to the landowner who's Farm Manager would be taking the matter up with the owner of 12 Rectory Gardens.
Clerk had reported the incident to RMBC on instruction from the Chairman. He had spoken with Councillor Palmer who was of the opinion that the materials would be removed on completion of the building work in progress at 12 Rectory Gardens.
