Minutes of the meeting held in Todwick Village Hall
at 7.30 p.m. on Tuesday 31st March 2009.

08/149 APOLOGIES

There were no apologies.

08/150 APPROVAL OF THE MINUTES

The last paragraph of 08/142(3) referred to 08/142(2).

The amendment was made and the minutes signed as a correct record.

08/151 MATTERS ARISING

  1. 08/141(3)

    Chairman would write to potential business sponsors when he had the relevant contact details to hand.

    Mathieson would make contact personally once the letters had been received.

  2. 08/148(4)

    Kettell had made enquiries. The Company did not insure recreational facilities.

    Chairman had undertaken a detailed inspection of the cricket pavilion and found it to be unsafe for use due to extensive dry rot in the floor and other timbers. He had arranged for temporary boarding to be laid over the areas removed for the inspection but otherwise the building should remain locked and use restricted except for the removal of crockery and equipment stored by the cricket club.

    Resolved

    1. To seek quotations for demolition of the cricket pavilion and external toilet.
    2. To consider the possible options for providing new facilities for the Cricket Club including possible shared use with the football clubs.
    3. That the Chairman together with Councillors Gregory, Mathieson and White visit the facility provided by Aston Parish Council.
    4. That the Clerk advise the Cricket Club Secretary of the situation.

The meeting was suspended at 8.05 p.m.

  1. Mr. R Needham drew member's attention to the recent sale of pony grazing land off Storth Lane.

  1. Big Lottery Fund - Incomplete Application

    Clerk had provided the information requested

    Chairman had spoken with a Mr. Heron who had confirmed that a license or agreement to a lease might be acceptable insofar as it provided confirmation of the Parish Council's approval to use and develop the site. The Fund required to know when the permission was in place and the project commenced.

    Palmer The 24th April had been set as the date for informing grant applicants whether they had been successful.

08/155 PLANNING APPLICATIONS

  1. RB2009/0260 Re-alignment and dual carriageway improvements to the A57 at Sheffield Road, for RMBC Streetpride

    Resolved to support an improvement scheme in principal, removal of the bends and improved transport links for businesses in Dinnington but also to offer objections to the scheme as presently prepared:

    • Provision of a turn left in/out facility only at Goosecarr Lane is unacceptable. Turn right facilities are required at the junction.
    • Traffic presently wishing to turn out of Goosecarr Lane onto the A57 is only able to do so when a gap exists in A57 traffic created by the inter-green period at the traffic lights at the Red Lion. This scheme will replace the lights with a roundabout and it will become increasingly difficult to undertake the manoeuvre.
    • The 70 mph speed limit proposed is not supported. A 50 mph is requested with enforcement facilities in place. Ideally the enforcement should consist of average speed cameras or otherwise fixed speed cameras
    • Pedestrians wishing to cross the A57 to enter the village were not catered for and a footbridge is requested
    • The scheme will undoubtedly generate additional traffic past the J & I School and the Pre-School Playgroup
  2. Clerk advised that as from April 2009 Weekly Planning Lists would be notified by RMBC using E-mail. Members could also access the lists on the website link: www.rotherham.gov.uk/graphics/Residents/Planning/EDSFindPlanningApps.htm

08/156 COMMITTEES

Allotments

Mathieson together with Mr. Terry Calledine had collected rents amounting to £264.00. Outstanding rents amounted to £64.00 which he anticipated receiving shortly.

Recreation

Mathieson advised of electrical repairs found necessary at the bowling pavilion.

08/157 MEMBER'S ACTIVITY REPORTS

  1. White reported:

    • The theft of lead from the village hall roof and the action being taken to replace this with a no-lead product.
    • That Councillor Northall was replacing him as Secretary to the Recreation Ground Charity.
    • Completion of the new toilet facilities at the village hall.
    • Highway repairs carried out in the village following his walk through the village with Mr. Roddis from RMBC Streetpride.
    • On his meeting with Headteacher Mr. Rob Lincoln.
    • On the village logos and circulated copies of the latest suggestions.

    Resolved

    1. To thank Councillor White for his help with the various matters.
    2. To award the £10 and £5 diligence prizes for each of the classes at the Junior and Infant School.
    3. That members come to the next meeting with further examples of a future village logo.

    Kettell would speak with Mrs. Wainwright of the Historical Society to see whether the Society might assist with the detail any logo might incorporate.

08/158 VILLAGE MAINTENANCE CONTRACT

Palmer reported on the Contractor's work during the last month including removal of rubbish/litter picking, reading of the water meter and opening of the recreation ground gates. The Clerk had prepared the new contract which had now been signed by Mr. Marples.

08/159 NOTICE BOARD

Kettell had instructed D P Engineering (Beighton) to fabricate the frame. He anticipated this being erected before the April meeting.

08/160 TODWICK PLANTATION/LOTTERY FUNDING

Palmer had been made aware that Mr. John Wells had contacted the Historical Society whose secretary had had suggested he speak with the Clerk should he wish to raise any further objection to the proposals for the area.

08/161 URGENT ITEMS

  1. Dog Fouling

    Palmer had received a report that a large black dog was running wild and fouling the garden area of 139 Kiveton Lane. For his own part he had observed a worsening of the depositing of dog fancies on Kiveton Lane and elsewhere in the village.

    Resolved that the Clerk include this as an agenda item at the next meeting.

The Meeting Closed at 10. 05 p.m.

The next monthly council meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 28 April 2009.
The Annual Parish Assembly will be held at 7.30 p.m.
