TODWICK PARISH COUNCIL
Minutes of the meeting held in Todwick Church Hall at 7.00 p.m.
on Tuesday 21st May 2007
Councillors Hill, Kettell, Langford, Palmer and Pantry had been elected at the uncontested election on 3rd May 2007 and had each signed their Declaration of Acceptance of Office in the presence of the Clerk.

07/01 ELECTION OF CHAIRMAN
Resolved that Councillor Langford be elected as Chairman for 2007/8
07/02 ELECTION OF VICE CHAIRMAN
Resolved that Councillor Palmer be elected as Vice - Chairman for 2007/8
07/03 CO-OPTION OF COUNCIL MEMBERS
Resolved that Mrs. L Wolf, Mr. K Mathieson and Mr. B White be co-opted as members of the Council.
Mr. Mathieson and Mr. White signed their Declaration of Acceptance of Office and took their seats.
07/04 FORMATION OF COMMITTEES
Resolved that committees be formed at the June meeting.
07/05 APOLOGIES
An apology for non attendance was received from Mrs. L Wolf.
07/06 APPROVAL OF THE MINUTES - 24th April 2007
There were no amendments
The minutes were signed as a correct record.
07/07 MATTERS ARISING

Pantry would discuss the Clerk's Conditions of Employment and Job Description with members outside the meeting.

Kettell was now to edit "The Informer" Newsletter.
Members thanked Councillor Kettell for volunteering to undertake this very important work on behalf of the Council.
06/171(3)
Palmer had observed a number of lorries regularly travelling along Kiveton Lane after 10.00 at night bound for tipping facilities at South Anston and/or Kiveton Park.
Hill had been told that at one tip it was possible for an employee to obtain the keys to open the tip on Sunday and this might be the case at other tips. It might therefore be worthwhile for the LA to specifically detail when tipping is allowed and with a clear ban at weekends.
Members were concerned:-
- Lorries accessing these tips should not be travelling through Todwick village other than during the normal working day.
- Tipping appeared to be taking place at times when members understood the tips should be closed.
- Fly tipping may be occurring close to the tips.
- Control measures were not in place to ensure tipping was only allowed at the designated facilities and the approved days/times.
Clerk would ask what action the Borough Council was taking to prevent these seemingly unauthorised HGV movements.

Clerk had undertaken all the duties placed on him at the last meeting and had attended further meetings of the Village Hall Building Liaison Group.

Resolved that the Clerk write to confirm that the financial contribution made last year would be replicated this year.
Pantry would discuss the preparation and presentation of certificates with Mr. Lincoln.
07/12 PLANNING APPLICATIONS

Single storey front and side extensions at 19 Osborne Road for Mr. & Mrs. Hunt.
Resolved to offer no objection.

Porch to front, two storey rear extension, increase in roof height, new pitched roof to existing flat roofed dormer windows & attached garage, formation of rooms on roof space and install dormer windows too front and rear at 8 Kiveton Lane for Mr. & Mrs. McDonald

Erection of three storey building to form 23 apartments at 160 Kiveton Lane for Mr. F Marshall.
Clerk the application had been withdrawn.
07/13 COMMITTEES
There were no committee reports to make.
07/14 INTERNAL AUDITOR
Clerk the Internal Auditor was presently auditing the Council's finances and other affairs to the end of financial year 2006/7.
Resolved to fully consider all aspects of internal audit on completion of the process currently underway.
07/15 NEIGHBOURHOOD WATCH
There were no further reports to make.
Clerk would inform the Co-ordinator, Mr. Anderson, that Councillor Kettell was now editing "The Informer" Newsletter.
07/16 VILLAGE MAINTENANCE
Palmer gave a précis of the duties carried out by the contractor since the last council meeting.
Resolved
- To pay the Village Maintenance Contractor to grow plants for the public planting areas within the village.
- To intersperse bulbs or seasonal bedding plants with more permanent shrubs.
- To seek sponsorship for the areas.
- To recruit additional volunteers to help maintain the beds
07/17 NOTICE BOARD
Langford would see ex Councillor Gregory and now pursue the provision with vigor.
07/18 RISK ASSESSMENTS
Clerk/Pantry explained that the South Rotherham Parishes Group were now accumulating information from all member councils.
Langford would support the setting up of a small group of Councillors to consider the implications for Council but suggested this be delayed until the 11 Parishes Group had reported.
Pantry would be pleased to give members the benefit of his knowledge and experience.
07/19 URGENT ITEMS
Adoption of Standards Board Model Code of Conduct for Parish and Town Councils 2007
Resolved to consider at the June Meeting.
Information for New Councillors
Clerk would provide contact details and a map of the parish to all councillors.
Training for Councillors
Members would individually consider whether to attend the course being offered by the Yorkshire Local Councils Association.
Clerk had requested copies of "The Good Councillor's Guide" from the Association.
Planting at Children's Playground Fence
Pantry explained the requirement to demonstrate public involvement in order to comply with the conditions of the grant received from YRCC. He had spoken with Mrs. Christine White and Mrs. Russell the reception class teacher at the J&I School who would be pleased for the school children to participate in planting at the Children's Playground.
Use of Village Hall by Weight Watcher's Group
Palmer had received an expression of interest from Mrs. Gloria Jones the organiser of the local Weight Watchers Group.
The Meeting Closed at 9.25 p.m.
The next Council Meeting will be in at 7.00 p.m. on Tuesday 26th June 2007. The venue would be notified nearer the date.
