Minutes of the meeting held in Todwick Church Hall at 7.00 p.m.
on Tuesday 19th December 2006

06/104 APOLOGIES

Apologies had been received from Councillors Gregory, Palmer and Wolf.

Councillors B Waller and L Waller were not present because they were not prepared to attend any meetings held in the Church Hall.

06/105 APPROVAL OF THE MINUTES - 28th November 2006

There were no amendments

The minutes were signed as a correct record.

06/106 MATTERS ARISING

  1. 06/92(1)

    Chairman would speak with Mr. John Gabbitas to ascertain what disposal arrangements might be most appropriate.

    Clerk understood such material could be deposited free of charge at the Borough Council's Cleansing Depot at Carr Hill, Greasbrough.

    Langford had spoken to the builder who was now arranging deliveries at times when parents and children were not travelling to or from school.

    Clerk had been contacted by Councillor B Waller who had evidenced further abuse of the pavilion by Todwick Villa FC.

    Resolved that as soon as league in which the team played was identified the Clerk write to explain the situation and seek appropriate disciplinary action.

06/107 URGENT ITEMS FOR LATER CONSIDERATION

06/108 CLERK'S REPORT

Clerk had undertaken all the duties placed on him at the last meeting and had attended a further meeting of the Village Hall Building Liaison Group.

06/109 FINANCIAL OFFICER'S REPORT

Clerk had received notification from Barclays Bank that the Community Account had been closed. This was the Bank's error since the Council had made no such request. Several cheques had been returned unpaid to those concerned including him. The Business Banker in charge of the account had apologised for his mistake after the Clerk had spent several hours speaking with various bank employees and writing two letters of complaint. There had been no effect on the total amount of monies held or with any other accounts. Dialogue continued with the Bank who had been asked to resolve the cheque returned to H M Revenue and Customs.

    Clerk had given the information requested.

    Chairman hoped to be able to attend.

06/111 PLANNING APPLICATIONS

No applications had been received

06/112 COMMITTEES

Village Hall Refurbishment Committee

Chairman reported on the possibility of further funding to cover the costs of undertaking the whole of the works envisaged at the pre-tender stage. Although two days had been lost due to inclement weather this had been compensated by the builder increasing resources and work was now to programme.

Clerk the Architect had now been asked to provide a copy of the Construction Phase Health and Safety Plan for Council information and records.

06/113 PARISH COUNCIL AWARDS 2007

It was hoped to present awards at the 2007 Village Fun Day being organised by Mrs. Sheila Pantry.

06/114 NEIGHBOURHOOD WATCH

Councillor Palmer was not in attendance and no report was received.

06/115 VILLAGE MAINTENANCE

In addition to more normal duties the Contractor had carried out repairs at the cricket pavilion and hung Christmas lights.

06/116 NOTICE BOARD

Langford would contact Richard Pett the RMBC Public Rights of Way Officer and try to progress provision of the board.

06/118 PRECEPT 2007/8

It was anticipated that at 1 April 2007 after funding a proportion of the village hall improvement works, fencing at the bowling green and children's playground, some £2000 would remain on balance at the bank.

Resolved that the precept for 2007/8 be £29,000

06/119 URGENT ITEMS

  1. Road sign at The Meadows/Mill Close

    Cloke advised that RMBC had made no contact concerning the request to provide clearer warning that Mill Close was a not a through road.

    Clerk had written to RMBC following the October meeting. He would write again urging a speedy response.

The Meeting Closed at 9.10 p.m.

The next Council Meeting will be in Todwick Church Hall at 7.00 p.m. on Tuesday 30th January 2007
