TODWICK PARISH COUNCIL

Minutes of the meeting held in Todwick Village Hall at 7.00 p.m.
on Tuesday 28th November 2006

Present

Catherine Servigny and Jim Otterwill students form Norton College were present and observed proceedings.

Police Officers Jones and Saul were in attendance. They were aware of only one reported crime in the village over the last month involving the theft of a satellite navigation system from a BMW car parked on Kiveton Lane.
Two further community support officers had been recruited who would shortly be based at Kiveton. A further two were to be appointed in the New Year.
Members thanked the officers for attending and they left the meeting.

06/90 APOLOGIES

Apologies had been received from Councillors Gregory, Kettell, Pantry, B Waller, L Waller and Wolf.

06/91 APPROVAL OF THE MINUTES - 24th October 2006

There were no amendments

The minutes were signed as a correct record.

06/92 MATTERS ARISING

1. 06/81 Allotments

   Palmer reported that the Chairman had visited the site to inspect the sheets. They would be correctly disposed of by the building contractor undertaking the village hall works where similar sheeting had also to be removed to a licensed facility.

2. 06/81 Seven Parishes

   Palmer reported that the group would come together on matters of mutual interest. An example might be a response to the issues surrounding the Communities Bill.

3. 06/85 Village Maintenance

   Palmer had written to the volunteers who maintained the roadside flowerbeds to thank them for their hard work, inform them of future plans and request their continued support.

    Resolved to renew the Clerk's membership.

18. Mrs. A Rusling - Todwick Parish Ramblers Group

19. Mrs. E A Wainwright - Church Hall Opening Times

    The hall and environs presently had to be vacated by 9.30 p.m. Mrs. Wainwright had objected to the building of the hall and would not support a later closing time.

    The Council was now restricted to the time by which it must complete it's business and considered a later closing time of say 11.00pm to be more reasonable without causing disturbance to nearby properties.

    Resolved that the Clerk write to Mrs. Wainwright supporting a later time by which the hall had to be vacated.

06/97 PLANNING APPLICATIONS

1. RB2006/1881

   Conservatory to rear at 2 Furnival Close for Mr. & Mrs. Malia

   Resolved to offer no objection

2. RB2006/1932

   Siting of a storage container at recreation ground, Goosecarr Lane for Todwick Parish Council.

   Resolved to offer no objection

3. RB2006/1947

   Erection of two agricultural buildings to replace existing at Four Acres, Todwick Road, Dinnington for Mr. J Gregory

   Resolved to offer no objection

4. RB2006/2080

   Erection of Replacement 2.4m high Fencing to Bowling Green at Goosecarr lane Recreation Ground for Todwick Parish Council.

   Resolved to offer no objection

06/98 COMMITTEES

Village Hall Refurbishment Committee

Langford site works had begun the previous day. Articles would shortly be appearing in the local press.

06/99 PARISH COUNCIL AWARDS 2007

Resolved to make similar awards in 2007 as in 2006 but to seek earlier nominations.

06/100 NEIGHBOURHOOD WATCH

Palmer was aware that the group was attracting more members. The literature circulated was most helpful in trying to combat crime.

06/101 VILLAGE MAINTENANCE

Palmer gave details of the work undertaken over the past month, including the removal of rubbish, hedge cutting at the recreation ground, painting the "Toddlers Group" shed, repairing the cricket pavilion and restocking the roadside flower beds.

06/102 NOTICE BOARD

Langford gave further details of the information to be displayed.

06/103 URGENT ITEMS

1. Car Parking at The Meadows

   Palmer had received a complaint about a motor vehicle parking on the footway at The Meadows and obstructing sight lines for motorists.

   Langford knew the individual concerned and would bring the concern to his attention.

2. Allotments

   Langford reported that an allotment had been rented to a resident of South Anston where there were insufficient allotments available for cultivation.

3. The Pastures

   Langford reported that Councillor B Waller had arranged the provision of a street nameplate missing at The Pastures.

4. Todwick Villa FC

   Clerk reported that the Club had still not paid the annual rent, continued to play matches and leave the pavilion in a wholly unsatisfactory condition.

   Langford would discuss the matter with the Chairman.

The Meeting Closed at 9.25 p.m.
