Minutes of the meeting held in Todwick Village Hall at 7.00 p.m.
on Tuesday 24th October 2006

06/73 APOLOGIES

Apologies had been received from Councillors B Waller, L Waller and Wolf.

Palmer The Community Police Officers would be unable to attend for some time because of more pressing police work.

06/74 APPROVAL OF THE MINUTES - 19th September 2006

There were no amendments

The minutes were signed as a correct record.

06/75 MATTERS ARISING

    Chairman had been unable to speak with the Headteacher but had left a message for him.

06/77 CLERK'S REPORT

Clerk had:

  • undertaken all the duties placed on him at the last meeting.
  • attended the YLCA Weekend Conference/Training Weekend between 29th September and 1st October and also several further meetings of the Village Hall Improvement Liaison Group.
  • written to Todwick Villa FC requesting payment of rent and asking for the pavilion to be left in a clean state after matches. He had indicated that a cleaning charge of £24 would be made when this was found to be necessary.
  • applied for planning permission for several projects:
    • The erection of a temporary storage shed in the Church grounds.
    • A secure metal storage cabin at the recreation ground.
    • Perimeter fencing at the bowling green.

Copies off all correspondence received had been included with member's papers for the meeting.

    Clerk had referred the letter to the RMBC Legal Service.

    Gregory the decision to hold meetings at the Church Hall whilst the village hall was not available was taken democratically. She failed to see how members could represent parishioners if they refused to attend council meetings.

The meeting was suspended at 7.40 p.m.

OPEN SESSION

  1. Mr. Hill a resident of Mill Close was interested in observing the Parish Council at work. He had actively sought the lowering of the 60 mph speed limit on Kiveton Lane and supported the new 40mph limit. He did not believe further lowering to 30mph to be necessary or appropriate.

    Clerk had written to enquire why no assistance was to be given when other parish councils in the area were being given considerable monies.

  17. Mr. J Pennock/RMBC - Traffic Speeds on Kiveton Lane

    Resolved no to support a reduction to 30mph as amendment to the 40mph now imposed on Kiveton Lane on the section joining Todwick to Kiveton Park.

06/80 PLANNING APPLICATIONS

    Two storey side and single storey front extensions at 22 Manor Way for Mr. S Wilkinson

    Resolved to offer no objection

  2. RB2006/1758

    Single storey side extension with rooms in roof space and dormer windows to front to replace existing conservatory at The Acorns, Todwick Grange for Mr. and Mrs. Bignell.

    Resolved to offer no objection

    Erection of temporary storage shed at Todwick Church Hall, Lindley's Croft for Todwick Parish Council

    Resolved to offer no objection

06/81 COMMITTEES

Village Hall Refurbishment Committee

Clerk gave details of the recent meetings.

Chairman confirmed that tenders had been returned. The new building work would begin in the near future. Additional funds were being sought to assist with the refurbishment of the existing hall. Discussions were to be held with the architect and lowest tenderer to agree a contract and programme of works.

Allotments

Clerk had received a report from Councillor B Waller that material thought to contain asbestos remained on the allotment formally rented to ex Councillor Mosley.

Resolved that the Village Maintenance Contractor cover with soil as a temporary protective measure.

Chairman would visit the site to assess the material and recommend a permanent solution.

Palmer Asbestos cement sheeting present in the outbuildings at the village hall was to be removed by the building contractor. It may be convenient to approach him to remove the material at the allotments.

Seven Parishes

Chairman reported on his attendance at the recent meeting in Harthill. It had been decided that the councils should continue to meet to discuss specific items of mutual interest such as risk assessment.

06/82 DONATIONS

Resolved to make donations:

  3. Kiveton Park Independent Advice Centre - £100

06/83 PARISH COUNCIL AWARDS 2007

Resolved to make awards in 2007 similar to those in 2006 and to seek nominations in good time

06/84 NEIGHBOURHOOD WATCH

Palmer Efforts were underway to recruit more coordinators.

06/85 VILLAGE MAINTENANCE

Palmer gave details of the work carried out including preparation of the base for the temporary storage shed, litter picking and cultivation of the various flowerbeds.

He was to write to thank all the volunteers who had maintained the community flowerbeds.

06/86 NOTICE BOARD

Gregory The RMBC Design Team was very busy but would undertake the design of the public rights of way display.

06/87 TRUSTEE/MANAGEMENT COMMITTEE TRAINING SESSIONS

Palmer had attended and been very pleased with the training given. The six attendees had found it most helpful.

06/88 DOG WASTE BINS

Resolved not to provide any more at the present time.

06/89 URGENT ITEMS

  1. A57 Improvement Scheme

    Cloke reported that nothing further had been received from the Government Inspector. He had spoken with Richard Waller a local farmer. The scheme required compulsorily purchasing land from Mr. Waller but he had heard nothing.

  2. Public Transport

    Cloke had attended the South Yorkshire Transport Forum in Beverley. Several "Dial a Ride" bus schemes covering some one thousand square miles were working well.

    He gave examples where the local rail network could be used cost effectively and conveniently.

  3. Fixed Penalty Scheme

    Cloke gave information about recent additions to the scheme including nuisance parking on the highway, dealing with abandoned vehicles and noise from house alarms. Fines had been increased for persistent offenders.

  4. Road Sign at Mill Close/The Meadows

    Cloke referred to an increase in the numbers of vehicles attempting to use Mill Close as a link between The Meadows and Kiveton Lane. More appropriate advance signing was required to notify motorists that the road was not a through road.

The Meeting Closed at 9.25 p.m.
