Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 25th July 2006

Mr. S. Finley from Rotherham Borough Council was in attendance. He explained the procedures used to assess the condition of public highways and prioritise maintenance programmes. He answered questions from members who were not satisfied that local priorities were correct. Concern was expressed that those damaging or creating the need for additional maintenance expenditure were not themselves made to contribute towards the cost of subsequent site works. Footways on Mortains would be improved later in the year. Surface dressing of a small number of carriageways was to commence on 7 August.

06/41 MATTERS ARISING

    Gregory the property was once more been advertised identifying the garage area as habitable accommodation.

    B Waller had attended the meeting together with some 50 others. Not all Co-coordinators had yet signed. It was likely that the Parish Council would be asked to fund the £1/property required to provide the quarterly newsletters and other support. She would prepare details for discussion at the September meeting.

    B Waller had attended the Awards Presentation at the school and was disappointed that certificates were not available at the time.

    Palmer had obtained the certificates for the remainder of the awards but understood the Chairman had been obtaining those for the Diligence Awards.

    Gregory had only one copy of some editions of "The Informer". It was possible that these would be scanned before sending copies to Rotherham. She would discuss the archiving further with the Chairman.

Resolved to elect Councillor Langford for the remainder of the council year.

06/44 CLERK'S REPORT

Clerk had undertaken all the duties placed on him at the last meeting and attended a further meeting of the Village Hall Improvement Liaison Group.

06/45 FINANCIAL OFFICER'S REPORT

Clerk

  • Had submitted all relevant documents to the External Auditor for Financial Year 2005/6. The Auditor had raised several minor queries including publication policy. He had replied and would report further on receipt the Auditor's response.
  • Gave details concerning the amount paid to John Box & Associates.

The Meeting was Suspended at 8.30 p.m.

OPEN SESSION

  1. Mr. and Mrs. White, 18 Millfields, were in attendance. They had come to put faces to the names of councillors. They were given details concerning relationships with the Borough Council with particular reference to the Seven parishes committee and the Area Assembly.

06/47 PLANNING APPLICATIONS

06/48 COMMITTEES

Village Hall Refurbishment Committee

Clerk gave details of decisions taken at the last meeting.

06/49 PARISH COUNCIL ANNUAL AWARDS

Palmer the awards for Best Kept Allotment, Best Garden and Young Sportsperson of the year, had been presented at the Fun Day. The Diligence Awards had been presented at the school.

Gregory consideration should be given whether to make the awards an annual event.

06/50 LICENSING PRINCIPLES

Resolved to take no further action.

06/51 VILLAGE MAINTENANCE

Palmer gave details of the work carried out. This had included activities before and after the Fun Day. He had bought new plants for neglected beds which Mr. Marples would plant and help maintain.

06/52 NOTICE BOARD

Langford gave dimensions of the board erected at Whiston as being 1200 mm x 600 mm.

Gregory had spoken with Richard Pett - RMBC Public Rights of Way Officer who confirmed that the artwork was virtually prepared. She would speak with the Chairman and contact the Clerk if it was decided to recommend siting the board on private land.

06/53 TRUSTEE/MANAGEMENT COMMITTEE TRAINING SESSIONS

Palmer had spoken with representatives of Voluntary Action Rotherham who would be prepared to organize a further training event in October or November. A minimum of eight delegates would be required with representation from a minimum of three organizations.

Clerk would write to invite the local parish councils and the Church Hall and Village Hall Committees.

06/54 URGENT ITEMS

  1. Fencing at the Children's Playground

    Clerk reported that the Chairman had submitted a provisional bid for funding.

  2. Cricket Pavilion

    B Waller reported that the Cricket Club was continuing to receive threatening letters from the company who completed repairs following the vandalism.

    Clerk would deal with the matter on receipt of the documents from the Club.

  3. Traffic Speeds on Kiveton Lane

    Palmer read out letters from Mr. Pennock and RMBC. An application was going to be made to reduce the speed limit on Kiveton Lane on the section presently only subject to the national speed limit. The Traffic regulation Order would take several months to be processed.

  4. Todwick Toddlers

    Resolved that the Village Maintenance Contractor undertake works to provide a toy shed base adjacent to the Church Hall. Only minor temporary works were to be carried out at minimal cost. The ground would be reinstated when the Group re-commenced its activities in the village hall.

  5. Campaign for Sustainable Communities Bill

    Palmer had studied the implications for communities and businesses such as the local post office and gave a detailed report. He would obtain copies of The Local Works Leaflet for posting to every household in the village.

    Clerk would register the Council's objection with Kevin Barron MP and attempt to enlist his support in parliament.

The Meeting Closed at 9.45 p.m.

The next Council Meeting will be in Todwick Church Hall at 7.00 p.m. on Tuesday 26 September 2006
