An apology had been received from Councillor Pantry (Chairman) and Councillor L Waller.

Councillors Langford and Varah were unable to attend.

25 January 2005

The heading was missing from the January meeting minutes.

With the above amendment the minutes were signed as a correct record.

Clerk had

  • undertaken all the duties placed on him at the last meeting
  • written to all members to give the reasons why he did not agree to the salary offer for 2005/6
  • written to RMBC to object to the waste of materials, time and money because he continued to receive significant amounts of correspondence which had no relevance to Todwick
  • circulated details of a recommended internet broadband connection option

04/146 CORRESPONDENCE

Copies of correspondence received by the Clerk had been circulated with the papers for the meeting.

  1. Groundwork Dearne Valley - Environmental Services

    Resolved that the Clerk request an estimate for the fencing works at the Children's Playground.

    Resolved that the Clerk discuss further with the Chairman

    Clerk in December 2004 had requested a place on the 2nd March 2005 course. Using this method would save the Council some £825 over 5 years and offset any charges for a broadband connection.

    Single storey side extension at The Acorns, Todwick Grange for Mr and Mrs Bignell

    Resolved to offer no objection

04/148 COMMITTEES

ALLOTMENTS

Resolved that allotment rents be collected on 20th March between 11.00am and 12.00 noon.

Clerk would prepare the necessary notices.

RECREATION

Mosley had received one quotation of the three requested for renewal of the fencing at the Children's Playground.

The meeting was suspended at 8.30 p.m.

OPEN SESSION

  1. Mr and Mrs Trigg of 6 Staniforth Crescent were concerned about a complaint received by the Council in connection with the construction works presently underway at their property.

    They were unhappy that the Clerk had taken photographs of the property without their prior approval.

    Clerk had visited the site and taken photographs. He had then discussed the matter with the Chairman and subsequently sent a letter to RMBC.

Open Session Closed at 8.43 p.m.

04/149 CLERK'S SALARY, EXPENSES AND CONDITIONS OF SERVICE

Clerk had not accepted the salary offer made by the Council.

Mosley this would be discussed after the meeting and without the Clerk present.

04/150 FREEDOM OF INFORMATION ACT

Mosley advised that the Chairman had informed him that the Council were complying fully with the legislation.

04/151 HANGING BASKETS

Palmer had obtained further information from Side Farm.

Discussion took place on the options available.

Mosley/Palmer would discuss the matter with Councillor L Waller.

04/152 NOTICE BOARD

Gregory informed that RMBC would help with the design for the rights of way board. It would be best sited in the centre of the village.
Mosley thought the bus shelter on The Pastures might be an ideal location.

Castledine wished to see a general notice board erected at Goosecarr Lane.
Clerk advised that RMBC could be approached to give a license to erect one in the public highway.

There were no matters to discuss

Castledine was to resolve the final format the following day.

04/155 HEALTH AND SAFETY AT WORK

Mosley this would be discussed at the next meeting.

04/156 VILLAGE MAINTENANCE

Mosley reported on his activities as Village Maintenance Contractor.

    Palmer gave details of the initiatives taken elsewhere and on a possible funding opportunity
