Minutes of the special meeting held in Todwick Village Hall
at 7.30p.m. on Tuesday 1st February 2005

04/137 APOLOGIES
Councillors Varah and L Waller were unable to attend.
L Waller was unwell and members asked Councillor Mrs B Waller to pass on their best wishes a speedy recovery.
04/138 BUDGET 2005/6
Resolved that the budget for 2005/6 include:
- fencing at the children's playground |
£5,000.00 |
- provision of hanging baskets |
£2,000.00 |
- tarmacing of roadway between football and bowling pavilions |
£5,000.00 |
- maintenance of sports pavilions |
£5,000.00 |
- provision of notice boards |
£1,000.00 |
- survey/design of football field drainage |
£1,000.00 |
Clerk suggested that an item be included to cover his gratuity payment should he retire within the year.
Council was aware of the need to pay the gratuity on the Clerk's retirement.
Resolved not to include an item to cover the Clerk's gratuity in the budget for year 2005/6.
Discussion took place on providing the Clerk with access to the internet.
Resolved
- that the Clerk make arrangements for a broadband connection at his home.
- to pay all associated costs
04/139 CLERK'S SALARY, EXPENSES, WORKING HOURS AND CONDITIONS OF SERVICE
Clerk had provided copies of correspondence received from the Society of Local Council Clerks and the National Association of Local Councils with the papers for the meeting.
Chairman and members studied profiles 1 and 2 related to recommended pay scales for the Clerk and Financial Officer.
Clerk gave further detailed information and answered questions from members.
Chairman asked the Clerk to leave the meeting in order that members consider the matter in private session.
The Clerk left the meeting at 8.45 p.m.
04/139 Continued.
Further discussion on the salary to be paid to the Clerk continued in his absence.
Resolved that based on a job description adjudged by the Council to fall between LC1 and LC2 a salary for 12 hours per week pro rata to 37 hours at point 27 on the Scale was determined. This equates to £6801.08 per annum and is a spot salary re-viewable in February of each year taking into consideration National awards and any change in job content.
