TODWICK PARISH COUNCIL

Minutes of the meeting held in Todwick village hall at 7.30 p.m.
on Tuesday 25th January 2005

Present

J R Walker - Clerk and Financial Officer

Police constables Jones and Saul were in attendance and reported on recent crimes in the parish and other police related matters. They answered questions from members.

04/118 APOLOGIES

Councillors Castledine, Varah, B Waller and L Waller were unable to attend.

04/119 APPROVAL OF THE MINUTES

There were no amendments.

The minutes were signed as a correct record.

04/120 MATTERS ARISING

    Mosley informed that since its erection one of the bollards had been knocked down and subsequently re-erected.

    Gregory had spoken with Mr Lincoln the Headteacher and would be meeting with him on Friday to discuss the doorstep walks.

04/122 CLERK'S REPORT

Clerk had carried out all the instructions given to him at the last meeting.

He had bought some computer USB Pen Drives.

He asked that the Council consider paying for internet access to assist his work.

Resolved to agree in principle to pay for internet access.

Chairman would seek advice as to the most appropriate and cost effective means of arranging this.

04/123 FINANCIAL OFFICER'S REPORT

Clerk RMBC had paid £3,525 into the Parish Council's bank account in error. The money paid referred to an invoice sent by Sheffield University. The money must now to be repaid.

04/124 CORRESPONDENCE

Copies of correspondence received by the Clerk had been circulated with the papers for the meeting.

  1. Government Office - RMBC A57 Planning Application

  2. YLCA - New Basis for Employment of the Clerk

    Resolved

    1. that the Clerk provide copies of extracts from the booklet he had received from the Society of Local Council Clerks.
    2. that a special meeting be held on 1st February 2005 to discuss this matter in addition to the budget for 2005/6.
  3. RMBC - Parish Council Events 2005

    Gregory would complete the return with particular reference to the Village Fete.

  4. RMBC - Diseases of Poultry Order 2003

The meeting was suspended at 8.30 p.m.

OPEN SESSION

  1. Mr C Howard handed out copies of a document prepared to fully explain how Todwick Juniors FC was now working.

    Resolved that the Club identify what it considered was required for the Club to work in partnership with the Parish Council particularly with reference to the facilities provided at the recreation ground.

    Conservatory to rear at 7 Furnival Road for Mrs Whittan

    Resolved to offer no objection

    Use of garages as extension to living accommodation and erection of attached double garage at 4 Todwick House Gardens for Mr Havard.

04/126 COMMITTEES

Seven Parishes

Gregory had attended the meeting at Harthill on 19th January and gave a précis. The next meeting was to be at Anston on the 20th April.

04/127 NOTICE BOARD

Resolved that members consider further at the February meeting.

04/128 BUDGET

Resolved to discuss this at the 1st February special meeting.

04/129 PRECEPT 2005/6

Members had regard to the feasibility of the proposed extension to the village hall being carried out, the present balances at the bank and the planned works for the next financial year.

Resolved that the precept for 2005/6 be £18,650

04/130 PARISH PLAN

Chairman would speak with the Clerk to discuss the amount of the unspent monies from the grant given by the Yorkshire Local Councils Association.

Gregory the plan must not be allowed to become simply a wish list.

Chairman had distributed leaflets encouraging the re-establishment of neighbourhood watch.

Other ideas were being sought.

Palmer suggested the inclusion of a suitable article in the next edition of "The Informer".

04/131 EMERGENCY PLAN

Chairman confirmed that the final format was to be agreed tomorrow between Councillor Castledine and himself. This would then be e-mailed to RMBC.

04/132 A57 IMPROVEMENT SCHEME

Mosley the planning application had been approved. The A57 Action Group had wished to complain to the Local Government Ombudsman because of non compliance with correct procedures. The complaint was now at the second stage. He had attended a meeting with RMBC officers and the Action Group and fully explained the latest situation. The Action Group continued to object to the scheme.

04/133 HEALTH AND SAFETY AT WORK

Mosley had read the "Five Steps to Risk Assessment" document published by the HSE. This was handed to Councillor Langford who would pass on to other members.

04/134 PROVISION OF HANGING BASKETS

Resolved to consider at the February meeting.

04/135 VILLAGE MAINTENANCE

Mosley reported on his activities as Village Maintenance Contractor including problems with

  • a tree in the Church Yard subject to a Tree Preservation Order
  • a small gate at Children's Playground
  • the ceiling at the cricket pavilion
  • a tree blown down on the perimeter of bowling green

04/136 URGENT ITEMS

  1. Zebra Crossing

    Resolved that the Clerk ascertain when RMBC might carry out the site works.

  2. Cinema

    Palmer reported on his further enquiries and referred to Phoenix Art, the Yorkshire Screen Project and the Regeneration Trust Cinema Club in Dinnington. He would ascertain whether the Village Hall Entertainments Licence covered cinema.

The Meeting closed at 10.20 p.m.
