Minutes of the meeting held in Todwick village hall at 7.30p.m.

04/101 APOLOGIES

Councillors B Waller, L Waller and Langford had sent their apologies.

04/102 APPROVAL OF THE MINUTES

  1. 04/93 should read replaced not repaired.

The minutes were signed as a correct record with the above amendments.

04/103 MATTERS ARISING

  1. 04/85(1)

    Chairman reported that the bollards had been erected the previous day.

  2. 04/85(4)

    Mosley was unaware that any action had been taken.

    Clerk had received a Customer Satisfaction Survey to complete and would ask a representative of Yorkshire water to contact Councillor Mosley.

    Mosley had represented the Council. Problems with the electricity supply and food had combined to spoil the event.

    Chairman had spoken with the Village Hall Caretaker who was arranging for an appropriate. invoice to be sent.

    Mosley reported that a new Secretary had been appointed.

04/105 CLERK'S REPORT

Clerk had carried out all the instructions given at the last meeting. The new computer had been purchased and he was arranging the addition of appropriate software and protection.

04/107 CORRESPONDENCE

  1. Charity Commission - Newsletter

    Mosley asked for the situation at the recreation ground to be discussed at the February meeting. He would like to see further legal interpretation.

  2. RMBC - Todwick Doorstep Walks

    Gregory had spoken with the Public Rights of Way Officer and after Christmas would contact the Headteacher at the School.

    Mosley any leaflet should show all public rights of way in the parish and not just selected walks.

04/108 PLANNING APPLICATIONS

  1. RB2004/2337

    Detached double garage at 7 Staniforth Crescent for Mr K Wright

    Resolved to offer no objection.

04/109 COMMITTEES

There were no meetings to report.

04/110 NOTICE BOARD

Gregory suggested members have a look at the board at Whiston if they had the opportunity.

04/111 BUDGET 2004/5

Gregory reminded members that they would have to consider setting the precept for 2005/6 at the January 2005 meeting.

Resolved to nothing about the provision of drainage of the football pitch until after the close of the football season.

04/112 PARISH PLAN

Chairman reported on the balance remaining from the grant. Gregory the plan must not become just a wish list.

04/113 EMERGENCY PLAN

Gregory had discussed this with the individuals concerned none of who had any objection to their private telephone numbers and other details being published.

04/114 A57 IMPROVEMENT SCHEME

Castledine thanked the Council for its support in objecting to the current scheme on behalf of the A57 Action Group. The formal complaint to RMBC had now reached the second stage.

04/115 HEALTH AND SAFETY AT WORK

Chairman was giving this his further consideration and would report to members at a later date.

Mosley would study the "Five Steps to Risk Assessment" passed to him by the Chairman.

04/116 VILLAGE MAINTENANCE CONTRACT

Mosley reported on his activities as the Village Maintenance Contractor including general cleaning up, complete removal of debris from Goosecarr Lane, cleaning of the inside of the football pavilion and two of the footpath snickets.

04/117 URGENT ITEMS

  1. Christmas Lights

    Mosley had purchased some new bulbs for the decorative lights set up by the Environment Action Group and asked whether the Council would be prepared to pay for them.

    Chairman declared an interest. He took no part in the discussions or the subsequent vote.

    Resolved to buy the replacement bulbs at a cost of £17.75

  2. M1/M18

    Mosley reported on the meeting he attended at RMBC on 16th December. Problems such as congestion and air pollution had been discussed but the meeting had been of little practical use.

The Chairman wished all members and the Clerk a very happy Christmas and the meeting closed at 9.06 p.m.

The next meeting will be held in Todwick village hall at 7.30 p.m. on Tuesday 25th January 2005
