04/66 APOLOGIES
Councillors Castledine, Langford and L Waller had sent an apology.
04/67 APPROVAL OF THE MINUTES

Palmer The figures required amending:-
47 not 42 locations, 15 and not 14 dropped kerbs, there were 32 and not 28 requiring crossings.
The minutes were signed as a correct record with the above amendments.
04/68 MATTERS ARISING

Gregory reported on her visit to measure the notice board at Whiston.

B Waller had been advised that provision would be another 3 weeks. She gave details of the proposed sitings.

B Waller would advise Councillor Gregory on the number of vacant allotments for inclusion in the next edition of "The Informer".

B Waller asked the Clerk to once again request the police to provide speed radar at The Pastures.

Mosley had passed on the Licensing Policy to the Village Hall Committee and the Rev Bliss was attending to it.
Open Session
Mosley thought the advertisement to be expensive.

J Palmer had been advised by RMBC that provision of further crossings would be reviewed in February 2005. Provision would not be possible before then.

Chairman the Parish Plan meeting had been arranged for 2nd November.

04/70 CLERK'S REPORT
Clerk had completed all his duties as instructed at the last meeting. In addition he had sent a letter to the Internal Transport Team at Leeds explaining the Parish Council's position related to the proposed improvement of the A57 and enclosing a copy of the Chairman's presentation to the RMBC Planning Board. He had also sent a letter to the RMBC Chief Executive bringing is attention to the unnecessary copies of correspondence and consequent waste.

04/73 PLANNING APPLICATIONS
RB2004/2047
Demolition and replacement of outbuildings and extension to village hall at Todwick Village Hall for Todwick Village Hall Committee.
Resolved to offer no objection
04/74 COMMITTEES
1. Village Hall
Mosley The AGM was held on 5th October.
The Committee had the Rev Bliss as Chairman, himself as Vice Chairman and Margaret Grayson as Treasurer.
Some 130 responses had been received to the Village Hall Survey and these were presently being analysed.
The planning application for the improvement of the hall had been re-submitted.
2. Recreation
Mosley reported that the bonfire was to be on the 6th November. Fireworks had been ordered as last year.

Resolved to make donations

04/76 BUDGET 2004/5
Chairman there was nothing further to discuss.
04/77 PARISH PLAN
Chairman was organising another meeting at 2.00pm on 2nd November.
04/78 EMERGENCY PLAN
Gregory reported on the recent meeting of the Committee and the subsequent list of resources.
04/79 A57 IMPROVEMENT SCHEME
Mosley reported on the meeting held on 7th October.
04/80 HEALTH AND SAFETY AT WORK
Chairman was giving this his further consideration and would report to members at a later date.
04/81 VILLAGE MAINTENANCE CONTRACT
Mosley reported on his activities as the Village Maintenance Contractor including the repairs at the bowling club premises, fitting a new basketball net at the children's playground and generally throughout the village.
04/82 URGENT ITEM
Local Cinema
Palmer played a recording from SAGA Radio related to providing local cinema and grants from the Film Council and asked whether the Parish Council would support this initiative were it to be possible in Todwick.
Resolved to encourage a similar initiative in Todwick.
Manhole/Drainage Pipe
Mosley referred to his discussions with Mr Light who owned the land adjacent to the recreation ground. The manhole in the highway and close to his land was nor running freely. This may be exacerbating flooding problems in the area.
Clerk would report to RMBC.
Millennium Seat at the Recreation Ground.
B Waller would like to see this replaced.
Mosley would repair the old one.
Village Hall
B Waller thought the Parish Council could help with the payments for bin emptying.
Council did not support her view.
South Yorkshire Transport Group
B Waller reported on her enjoyable and productive visit to Harrogate as a member of the Group.
Police Matters
Mosley/B Waller reported on recent crimes in the village.
Computer
Chairman/Clerk gave details of problems with the Council's computer.
Resolved that the Chairman, Councillor Varah and their computer advisers agree the purchase of a new computer. For reasons of convenience and efficiency for the Clerk this would take the form of a lap top.
The meeting closed at 10.10 p.m.
