Minutes of the meeting held in Todwick Village Hall at 7.30 p.m.

03/119 APOLOGIES

An apology was received from Councillor L Waller.

03/120 APPROVAL OF THE MINUTES

There were no amendments.

The minutes were signed as a correct record.

03/121 MATTERS ARISING

    Gregory had organised the flowers and been very pleased with the quality.

    Gregory, Marsh, Mosley had attended the meeting. There had been much discussion but no positive outcome.

    Clerk had received no further communication. He would once again correspond with the Coal Industry Social welfare Organisation to see whether it could assist.

    Mosley the tarmac work had been completed and was satisfactory. Soiling to make good at the perimeter was still required.

    Clerk would contact the contractor to arrange remedial work.

    Resolved that the Clerk write to RMBC again reiterating the need for adequate sight lines in the interests of public safety.

  9. YLCA - Quality Status Seminar

    Clerk had sent a letter to YLCA objecting to the qualification criteria being imposed on all clerks. As a chartered manager with 25 years as a principal officer in local government and parish clerk with 20 years experience it was unnecessary and unreasonable to insist that he obtain a qualification below that he already possessed in order to prove his competency as a clerk. He had asked that his submission be exampled at the seminar.

    Council supported the clerk

    Chairman hoped to attend the seminar.

03/126 PLANNING APPLICATIONS

    Conversion of existing car port to garage including single storey front extension at 12 Manor Way for Mr G Wild

    Resolved to offer no objection

  2. RB2003/2206

    Single storey side and rear extensions at 47 Goosecarr Lane for Mr A Ward

    Resolved to offer no objection

  3. RB2003/2207

    Demolish existing garage block and erect a three storey detached dwelling house at Orchard House, Todwick Grange for Mr M Simpson

    Resolved to offer no objection

03/127 COMMITTEES

RECREATION

Mosley the Bowling Club had experienced problems with vandals trying to access the premises and steal the floodlighting. He had purchased materials to try to fabricate a metal deterrent to be attached to the floodlighting poles.

ALLOTMENTS

Mosley reported on the theft of a powered cultivator the previous day or the last weekend. Entry had been forced. He would repair the gateway and replace the lock.

03/128 VILLAGE MAINTENANCE CONTRACT

Mosley reported on his activities throughout the month. These included beginning repair of the floor in the cricket pavilion. He had left this for a while to allow the wet timbers to dry out before assessing what further structural works might be required before replacing the flooring.
Chairman would inspect with Councillor Mosley before the flooring was replaced.

Mosley had undertaken general cleaning and removal of rubbish and would move some 10 to 15 tonnes of top soil left by the tarmacing contractor in order to improve levels at the nearby hedge.

03/129 URGENT ITEMS

  1. Pre-school Playgroup

    Chairman had been asked whether the Council would send a letter of support for the proposal to build a new building in the school grounds. Additional services would be provided.

    Resolved to give written support.

  2. Village Appraisal

    Chairman had learned that Paul Weston would have the final draft prepared by the next week. The Steering Committee would meet soon after that.

  3. Parish Council Vacancy

    Marsh thought greater efforts were necessary to attract some interest. It was possible that he may leave the Council in the next few months.

    Resolved to advertise the vacancies more widely.

  4. Provision of Bollards

    B Waller had been in further discussion with RMBC. Simon Quarta the relevant officer had promised provision at The Pastures in the near future. She was to meet with him to agree detailed locations.

  5. Doctors Surgery

    B Waller had written to the Head of the Primary Care Trust asking that it considers the feasibility of providing a surgery in the village. The Trust would be consulting with local general practitioners.

The meeting closed at 10.00 p.m.

The next ordinary meeting will be held on 25th February 2004.
