Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 16th December 2008.

08/104 APOLOGIES

There were no apologies.

08/105 APPROVAL OF THE MINUTES

25th November 2008

08/78 Councillor Mathieson and not Councillor White had met with Mr. Marples.

The above amendment was made and the minutes then signed as a correct record.

08/106 MATTERS ARISING

  1. 08/83 (6)

    White reported that no action had yet been taken and asked whether RMBC had given any indication of whether and/or when the moss might be removed.

    Clerk had received no response to his most recent request and would contact the appropriate officer once again.

  2. 08/86

    White had made an enquiry at the Nationwide Building Society which did not have any appropriate accounts. Other local banks such as HBOS did have appropriate accounts and he passed further information to the Clerk.

    Clerk thanked Councillor White for his assistance.

  3. 08/97(3)

    White reported that no action had been taken and asked whether RMBC had given any indication of whether any action was to be taken.

    Clerk had received no response to his request and would contact the appropriate officer once again.

08/110 CORRESPONDENCE

  1. Groundwork Dearne Valley - Rotherham Environment Forum Meeting

  2. Information Commissioner's Office - Freedom of Information

    Leah had obtained a copy of the new model publication.

    Resolved:

    • To adopt without modification the Model Publication Scheme for Local Councils in England and Wales published by the Information Commissioners Office.
    • That the Clerk complete the Guide to Information in the form of the template issued by the Information Commissioner
    • That before 1st January 2009 the completed Guide to Information and the Model Publication Scheme be placed on the web site - www.todwick.org.uk
    • To thank Councillor Leah for her assistance.

  3. RMBC - Planning Application RB2008/1653 at the Old Kiveton Park Quarry.

    Clerk RMBC would consider the content of the parish council's previous letter before coming to any decision.

  4. RMBC - Borough Standards Committee.

    Pantry Informed members that ten Aston cum Aughton Parish Councillors had been granted dispensation from the Prejudicial Interest declaration requirements in respect of their membership of the Parish Hall Trust. If debarred from discussing Parish Hall Trust matters, the Council would not have been quorate. Although the situation of Todwick Parish Council members was not quite the same, he believed that advice should be sought.

    Clerk would contact RMBC.

  5. RMBC - Streetpride Champions Booklet

    Palmer understood that Terrence Calledine was already a Champion.

    Mathieson/Palmer had met with Shirley Hallam from Streetpride:

    • The streets in Todwick were swept four times per year
    • Litter picking would be carried out on request and regular treatment considered to particular trouble spots
    • Bags for collecting litter off roads and footpaths could be obtained and full ones collected free of charge from outside individual properties. This would apply to any bags filled by the Village maintenance Contractor.

    Resolved to request the provision of an additional litter bin on Kiveton Lane at the junction with Church View/Lindley's Croft.

    Resolved to ask for these to be sent by e-mail in future.

  8. Parish Councillor John Palmer - E-mails re Planning Application RB2008/1653

    Clerk had asked the Public Rights of Way Officer at RMBC to ascertain whether any rights of way were affected by the proposal but no definitive answer had yet been received.

08/111 PLANNING APPLICATIONS

Clerk no new applications had been received.

08/112 COMMITTEES

Allotments

Mathieson reported that five allotment holders had been evicted because of not cultivating their plots satisfactorily. Five new holders had taken their place. One half plot remained to be allocated.

Resolved to thank Councillor Mathieson for his management of the site.

08/113 MEMBER'S ACTIVITY REPORTS

  1. Pantry gave information concerning his attendance at the RMBC Parish Network Meeting at which Aston Parish Council had been presented with the award of quality council status. Information had been given on the Local Strategic Partnership Board.

  2. White had informed Alan Tizard the Bowling Club Chairman of the Council's decision with regard to repairs at the bowling pavilion.

  3. White showed examples of draft village logos for members' consideration.

    Members suggested amendments which Councillor White would take back to the designer.

08/114 CHAIRMANSHIP

Pantry reminded members of the need to comment through the Chair.

08/115 VILLAGE MAINTENANCE CONTRACT

Palmer reported on the Contractor's work during the last month including litter picking and erection of Christmas lights both at the village hall and 135 Kiveton Lane courtesy of Mr. and Mrs. Vince who were kindly donating the power supply to run the lights.

08/116 NOTICE BOARD

Kettell/Palmer had no further report to make.

08/117 TODWICK PLANTATION/LOTTERY FUNDING

Resolved that Councillor Palmer take advantage of the opportunity to apply for additional funding to extend the works planned to be undertaken at Todwick Plantation.

08/118 URGENT ITEMS

  1. Ex Councillor Mr. Leslie Waller

    Members were saddened to learn of the death of ex Councillor Leslie Waller who for many years had contributed so much to the work of the Council and the life of the village.

    Clerk recollected that "Les" had been the initiator and the biggest supporter of the erection of the bowling pavilion and provision of the bowling green. Without his lead, commitment and hard physical work the facility would not have been provided. He would be sadly missed by all who knew him. During his long service to the people of Todwick, he had managed the allotment site with enthusiasm and through the most difficult of times.

    Pantry recalled Les's organising of the village fete for many years.

    Clerk had written to Les's widow, Brenda, giving the Councils most sincere condolences.

    Resolved to make a donation of £50 to a cause/charity of Brenda's choice.

  2. Public Footpath off Manor Drive

    Palmer had spoken with Mary Booth whose family retained ownership of the Manor House. He reported that the sale of the property was in abeyance until there was an improvement in the current property market situation.

  3. The Informer

    Kettell had brought copies of the latest edition to the meeting and passed these to members who were to distribute throughout the village.

  4. Mr. Norman Smith

    Pantry reported the death of Mr. Norman Smith who had taken an interest in village life generally and who, together with Mr. Jack Cloke, had been an essential part of the team whose highly detailed and professional objection to the A57 Improvement Scheme had resulted in the Scheme being withdrawn.

The Meeting Closed at 9.00 p.m.

The next monthly council meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 27 January 2009.
