The date of the meeting had been recorded as March not February. The amendment was made and the minutes were signed as a true record.

Leah had not yet had the opportunity to progress the strategic plan.
Leah asked that the proposed improvements to the millennium garden be made as early as possible.

Clerk had undertaken all the duties placed on him at the last meeting and had sent welcome letters to new residents. Notification of the programme for external audit had been received from BDO LLB. The Annual Return and supporting information had to be with the Auditors by the 17 June 2014.

13/174 PLANNING APPLICATIONS
RB2013/1653
Removal of storage unit, renovation and extension of existing pavilion including new pitched roof with 18 No. solar panels to south elevation, and installation of lighting on approach roadway at Todwick Recreation Ground Goosecarr Lane for Todwick Parish Council.
Resolved to offer no objection.
13/175 COMMITTEES
Allotments
Ferris reported
That he had collected £313 in allotment rents and only six rents were outstanding.
There were presently two vacant plots but these would be let to those on the waiting list.
He was arranging for the re-grading and laying of road planings to be carried out on the access roadway.
He had heard nothing further from Charles Mullins on the removal of the potentially dangerous tree.
Village Hall
Greer-Waring reported on the situation concerning the “Active Otago” sessions held in the hall.
Discussion took place on the request for further funding of this group.
Resolved not to offer further funding.
Recreation Ground
Gregory reported
The RMBC grounds maintenance charges for 2014/15 would be £11,914.99 a rise of 3.3% based on the August 2013 inflation figure.
Two picnic benches had been ordered. These would be delivered on the 3 April and permanently anchored to a concrete base.
A drug deal had been witnessed and reported to the police.
Leah would discuss this with her police contact.
Carter had discussed police attendance at the summer fun day.
Leah would also discuss this with her police contact.
13/176 PARISH PLAN ACTION PLAN
Leah was continuing to review the plan and once completed would prepare an article for publishing in “The Informer”.
Resolved that strategic plan be added to future council meeting agendas.
13/177 MEMBER’S ACTIVITY REPORTS
Carter/Greer-Waring gave details of their meeting with the new landlord at the Red Lion Hotel and would give his contact details to Councillor Leah for inclusion in the Emergency Plan.
Gregory would arrange a meeting at the millennium garden with Hobson’s Nurseries and Sheila Pantry to arrange details of revisions to the area and erection of a plaque in celebration of Clive Pantry’s considerable contribution to the village and the Parish Council.
White had with his son submitted pre-registration in advance of submitting a Building Regulations application for the proposed improvement of the sports pavilion. He and his son were now to prepare the detailed drawings.
White reported that other than a few minor works all had now been completed at the war memorial site in advance of the formal unveiling on the 29 March. He had requested the Clerk to send a letter of thanks to the Area Manager of Eurovia whose team had been responsible for allocating, free of charge, men and materials to undertake the construction works.
13/178 VILLAGE MAINTENANCE AND INSTALLATION OF SEATS AROUND THE VILLAGE
Gregory informed that a further litter pick had been completed when two new members had been welcomed into the team. Various complimentary comments had been received. He was to discuss the possibility of assistance with routine maintenance from Wales Parish Council and the Clerk was to provide contact details.
Gregory was to discuss the provision of hanging baskets with the chairman on his return from holiday.
13/179 TRAFFIC AND TRANSPORTATION MATTERS
Gregory informed that the waiting restrictions were now in place on Kiveton Lane and The Pastures. Enforcement was now required. The introduction of a 20 mph speed limit would now be further researched.
Leah suggested that it would now be appropriate to consider the introduction of the “walking Bus” initiative.
White would discuss this with the head-teacher at the school.
13/180 PARISH COUNCIL INCLUSION ON “FACEBOOK”
Greer-Waring had set up a page for the Parish Council and this was already being shared with 17 people.
13/181 COUNCIL VACANCY
The vacancy had been advertised in the recent edition of “The Informer” and on the village web site.
No expressions of interest had yet been received.
13/182 EMERGENCY PLAN
Clerk had submitted the revised plan to RMBC.
Leah informed that further revision would now be required following the appointment of the new landlord at the Red Lion.
13/183 URGENT ITEMS
Tennis Courts
White had received a request from Mr. Simon Marsh asking that consideration be given to the provision of tennis courts at the north-west corner of the recreation ground. It was thought that a grant to cover such a development might possibly be obtained. This would be considered by the Recreation Ground Charity.
Summer Events
Carter informed that some attractions such as the pony rides had now been booked. The beer tent would likely be supplied by the Red Lion Hotel. She would be discussing the licensing and insurance with Sheila Pantry and the provision of tents with the Church. The Fun-day would commence at 2.00 p.m. on the 8 June.

The next Council Meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 29th April 2014. The Annual Parish Assembly will be held at 7.30 p.m.
