Minutes of the meeting held in Todwick Village Hall

Borough Councillor Watson had experienced computer problems over the previous few days but nonetheless gave members information about:

  1. His proposed discussions with Borough Cabinet Member Gerald Smith in connection with the revised bus services proposed by the SYPTE.
  2. The introduction of a 40 mph speed limit on Red Hill at Kiveton Park with associated parking restrictions.
  3. The discretionary funding presently available to him in his capacity as a Borough Councillor.

13/132 MATTERS ARISING

  1. 13/102 Planings

    Gregory enquired when any surplus might be available for use at the recreation ground.

    Ferris was certain there would be a good quantity remaining after the necessary works had been completed at the allotments and he would inform when these were available.

  2. 13/121(2) Walking Bus Scheme

    White would delay any discussion with the headmistress until after the waiting/parking restrictions had been introduced.

  3. 13/83 Emergency Plan

    Leah had received information from Councillor Greer-Waring and Councillor White would be giving his shortly. She would then send the revised document to Members for their further comments before amending as necessary and instructing the Clerk to forward to RMBC. An item would be included in the next edition of “The Informer” seeking any interest/support from residents volunteering relevant services/resources in the event of a major incident occurring.

13/133 DECLARATION OF MEMBER’S INTERESTS

Greer-Waring was a member of the village hall committee.

13/138 PLANNING APPLICATIONS

  1. RB2013/1668

    Listed Building Consent for the erection of single storey rear extension, internal alterations and installation of Velux roof window at 32 Kiveton Lane Todwick for Mr. Thomas.

    Resolved to offer no objection.

13/139 COMMITTEES

Allotments

  1. Ferris had spoken with Farmer Waller about the rabbit problem.

    Hill had inspected the site and identified the principal habitats as presently being at the eastern boundary.

    Ferris would contact the RMBC Pest Control Officer to see whether he could help.

  2. Ferris had spoken with Charles Mullins the Arboricultural Officer at RMBC in connection with trees which were potentially in a dangerous condition.

Recreation Ground

  1. Gregory reported that he had spoken with the Coal Authority in connection with the formal registration of the ground. He had also obtained copies of Parish Council Minutes from 1972 and sent these to Sport England in connection with the submission for grant aid to extend and improve the sports pavilion.

    Resolved that formal registration of all Council owned land be pursued.

    Hill would arrange the requisite submissions.

  2. Gregory and Carter would make enquiries to ascertain whether it might be possible to extend the northern boundary of the recreation ground.

  3. Gregory had met with representatives of the Bowling Club and undertaken an inspection of the pavilion. The external cladding was in need of replacement and since the Council owned the building it was its responsibility. Bowling Club Members were prepared to fix the cladding if the Council would purchase the materials.

  4. Resolved to purchase external cladding at a cost of £834 + VAT.

13/140 PRECEPT 2014/15

Further to Minute 13/91 the Parish Council had now been notified that Localised Council Tax Support for 2014/15 amounting to £2,212 was to be paid to the Parish Council in addition to the precept. This grant would allow parishes to set the same council tax as in 2013/14 by reducing the amount required in precept. In order that council tax paid by Todwick Residents for 2014/15 be the same as in 2013/14 income from the precept would need to be reduced by £2,212.

Resolved that the Precept to be requested for financial year 2014/15 be £42,188.

Clerk would inform RMBC.

13/141 PARISH PLAN ACTION PLAN

  1. Northall had met with the Rev. Vicky Camber who had agreed to dedicate the war memorial. The only available date for her to do so in the near future was the 29 March. In addition to a short ceremony at the memorial Northall also suggested that it would be appropriate to have a few light refreshments in the village hall afterwards where she hoped the Council would also agree to provide an exhibition of war memorabilia. She reminded Members that this year was the 100th anniversary of the beginning of the First World War. Bearing in mind Borough Councillor Watson’s earlier comments about possible funding she enquired whether this might be a possibility.

    Resolved that arrangements be made for the unveiling and dedication of the war memorial with the provision of light refreshments and a memorabilia exhibition afterwards.

    Clerk would make enquiries in respect of funding via Councillor Watson.

  2. Leah was to update the list of outstanding issues on the Parish Plan Action Plan and report to the February meeting. She would also bring a discussion document addressing both those issues and giving a vision for the future.

13/142 MEMBER’S ACTIVITY REPORTS

  1. Northall had been speaking with leaders at Kiveton Youth Club which many young people from Todwick attended. The Youth Bus which visited the village was also being well attended. She advised that the first Mega Active Camp would be held over four days immediately following the May Bank holiday. The second camp would be on the second week of the School Summer holidays in July.

  2. White had continued to liaise with Ringway and was doing all he could to progress completion of the war memorial.

  3. White had discussed the possible formation of a youth council with Mr. McKee the Deputy Head-teacher at Wales High School. Mr. McKee was to discuss this with all the Todwick pupils and get back to him. If the response was positive he would interact with the School and then contact Aston Parish Council, which had completed a similar exercise in that parish.

  4. White gave details indicating monies received to date from the solar panels at the village hall. In some 3.9 years total income would likely equate to the outlay on providing them. For the remaining years that the panels remained serviceable i.e. some 20 years the income would provide additional funds for the council to expend as it wished.

13/143 VILLAGE MAINTENANCE AND INSTALLATION OF SEATS AROUND THE VILLAGE

  1. Gregory reported that Aston Parish Council was not prepared to enter into a maintenance agreement. However he had sent details to Wales Parish Council and anticipated a response shortly. Works would include weekly litter picking with additional picking as considered necessary, tidying of flower beds and general enhancement of the village appearance.

  2. White and Gregory would be installing the picnic benches in the spring and the refurbished seat onto the war memorial area when the construction works were completed.

  3. White would liaise with Todwick Property Services in order to arrange reinstatement of brickwork to the dwarf-wall planting beds at The Pastures.

13/144 TRAFFIC AND TRANSPORTATION MATTERS

Gregory reported that despite suggestions to the contrary the South Yorkshire Passenger Transport Executive had no intention of meeting Todwick residents. Mixed messages from the Executive had certainly not helped the situation. Bus users and the Council would just have to wait until the Executive’s decision on amendments to local bus services. Similar reductions in services appeared to be happening generally throughout the country. He had spoken with Borough Councillor Watson on this matter who was taking this up with Kevin Barron MP.

13/145 VILLAGE HALL STRUCTURAL DEFECTS

Hill had visited the site with the structural engineer whose report was anticipated shortly. The problem related to the length of continuous brickwork without any provision for expansion. The cracks would be sealed with silicone and monitored thereafter for further movement.

13/146 PARISH COUNCIL INCLUSION ON “FACEBOOK”

Greer-Waring explained the benefits of the Council having a dedicated page on the site.

Resolved to defer any decision until after a demonstration to be provided by Councillor Greer-Waring at the February Council meeting.

13/147 COUNCIL VACANCY

No expressions of interest had yet been received. The vacancy would be advertised in the next edition of “The Informer” and on the village web site.

13/148 CLIVE PANTRY

Members referred to the enormous contribution made to the village and many years of dedicated service to the parish council by Clive. The millennium now 14 years old had lost its significance. Clive and his wife Sheila had been instrumental in obtaining the funding to provide the garden area at the recreation ground and dedicating this to Clive seemed to be an entirely suitable memorial.

Resolved

  1. That subject to the agreement of Sheila the millennium garden at the recreation ground be completely refurbished, new planting added and a plaque erected dedicating the area to the memory of ex Councillor Pantry.

  2. That the Parish Council subsequently maintain the area to the highest standard.
