Greer-Waring is Vice-chairman of the Village Hall Committee
Carter has an interest in land recommended for development potential by RMBC and also owns a property on Rayls Rise.

14/173 CLERK’S REPORT
Clerk had sent an enquiry to the YLCA concerning the latest pension legislation and his gratuity. He had received nothing on the need for a pension under the latest legislation but had received information concerning his gratuity.
Gregory had received information on the Clerk’s gratuity from the YLCA and also from the Society of Local Council Clerks. In December 1993 (Minute 93/97) the Parish Council had agreed to pay the Clerk a gratuity on his retirement, death in service or redundancy and rather than contribute to a pension. In 2003 it had been approved by the Inland Revenue as an “exempt approved scheme”. This had been reiterated by the Inland Revenue in 2006. Continuing to pay a gratuity was included in his existing Contract of Employment. Monies were ring-fenced for the purpose in the Council Accounts.
Resolved to honour the Parish Council’s obligation and to pay the Clerk a gratuity on his retirement, death in service or redundancy.

14/177 COMMITTEES
Allotments
Ferris had collected further allotment rents and only six remained unpaid. The Pest Control Officer had attended and found little rodent activity.
Recreation
Gregory reported that the cricket season would begin with a match on the 24th April.
White reported on the progress of the building works at the sports pavilion. The rain water harvesting tank was currently being installed and the plumbing and electrical works were well on the way to completion. However, it was estimated that there was still about 3 weeks work needed. Completion had been delayed, mainly because the main contractor had been diverted by another project. The official opening would hopefully now take place in May.
Despite some difficulty he had registered the solar panels with E-on under the government Feed-in-Tariff scheme. This had been done before the month end and before the FIT rates reduced in April.
14/178 STRATEGIC PLAN
A meeting had been held on the 24 March at which a subject list had been prepared and rated in order of importance and achievability. Another meeting of the sub group would be held to further apply the “control measures” which have already been implemented and to re-score and rank the various projects into an order of priority.
Agreement would then be decided on the order in which activities would be pursued.
The meeting was suspended at 7.50 p.m.
OPEN SESSION
Shaun Howe enquired whether anything further had been heard from the Borough Council concerning possible housing development in or close to the village.
Gregory advised that nothing had been received. Any development proposal or planning applications submitted to RMBC would be commented on by the Parish Council.
John Hewitt asked whether retention monies were to be held until such time as the pavilion works had been fully and satisfactorily completed.
Gregory advised that appropriate arrangements were in place
John Hewitt gave contact details of a company which might supply any furniture required at the new sports pavilion.
John Hewitt gave information on the Aviva Community Fund which might help fund community orientated initiatives. He would forward an appropriate e-mail to the Clerk.

14/179 MEMBER’S ACTIVITY REPORTS
Ferris had met again to discuss the good neighbour initiative.
Ferris had discussed the circular walk leaflet with Janet and Jim Tompkin. He would be walking and double-checking the route and wording of the leaflet prior to any printing.
Gregory wished to give his thanks to Councillor Jeffrey, Barry Northall and Connor Tame for the help they had given Councillor White and himself to decorate the inside of the new sports pavilion.
White presently had the defibrillator at his home but the storage cabinet was anticipated shortly and would soon be fixed at the new pavilion.
Greer-Waring had delivered a few “In Case of Emergency” containers.
Carter advised that some were kept at the Kiveton Doctor’s Surgery.
Greer-Waring had attended the Patient’s Participation Group AGM and had found it interesting and enlightening. A new Committee had been formed but neither the previous Chairman nor Vice Chairman had been re-elected. She had agreed to be the Co-Secretary. Meetings were held on the third Wednesday of every month.
Greer-Waring apologised for missing Councillor Jeffrey’s name off the last edition of “The Informer”. She had received good feed-back.
14/180 VILLAGE MAINTENANCE
Gregory confirmed that Mark Archer had carried out some activities in the month and was due a payment of £123.60.
14/181 TRAFFIC AND TRANSPORTATION MATTERS
Gregory referred to the continuing problems with parking in the vicinity of the primary school.
14/182 NEIGHBOURHOOD WATCH
No report had been received from Norman Anderson.
14/183 JOHN PALMER MEMORIAL
White advised that a plaque in memory of John Palmer had been purchased. This would be sited in the community room at the new pavilion. Brenda Palmer had very generously agreed to donate a contribution to the cost of the defibrillator.
14/184 URGENT ITEMS
Youth Council
White had been e-mailed by Miss Hobson and made aware of an expression of interest on forming a Youth Council, by just one pupil at Wales High School. Miss Hobson had promised to consult him again after Easter, following further consultation with the Todwick pupils.
Fun-day
Greer-Waring/Carter had met and agreed that the Council’s Fun-day would be held from 1.00 p.m. to 6 p.m. on the 21st June. They were making detailed arrangements.
Resolved to contribute £1500 towards funding the event.

The next Council Meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 28th April 2015. The Annual Parish Assembly will be held at 7.30 p.m.
