Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 28th October 2014

Prior to the Council Meeting, Members had met with Chris Roberts from the SYPTE and Paul Flanagan from First Mainline and expressed the Council’s dissatisfaction with the future lack of bus services to be provided through the village. Messrs Roberts and Flanagan undertook to assess the possibility of undertaking a trial of routing one X5 Service/hour through Todwick. They also agreed to check the reasoning behind the extension of the 74 route to Sheffield as it was now taking a detour round an industrial area where no passengers were accessing the bus and which had extensively increased the journey time.

Members and the Clerk welcomed Councillor Jeffrey to his first council meeting.

13/75 APPROVAL OF THE MINUTES

Ordinary Meeting 30th September 2014

There were no amendments and the minutes were signed as a true record.

There were no matters arising from the minutes.

14/77 DECLARATION OF MEMBER’S INTERESTS

  1. Greer-Waring was Vice-chairman of the Village hall Committee

  2. Hill had a business connection with Hobson Nurseries

  3. Carter had an interest in land recommended for development potential by RMBC

  4. Leah owned a property which would be directly affected by a development

The Councillors would not take part in any debate or voting on matters where they had declared an interest.

14/82 PLANNING APPLICATIONS

  1. RB2014/1296

    Increase in roof height to form two storey dwelling house including single storey rear extension and flue to side (amendment to RB2014/0809) at 20 Manor Way, for Mr. S Wilkinson.

    Clerk had objected to the application on the instruction of Members. RMBC had informed that the application was to be determined by the Council’s Planning Regulatory Board and not by the Director of Planning & Regeneration

14/83 COMMITTEES

Allotments

Ferris reported that:

  1. The Pest Control Officer had attended and found a high level of rodent activity. The Officer would return in November to monitor the situation and take any further action required.

  2. A dog had been making a mess of some allotments. Action would be taken against any known offender and a notice erected banning all dogs from the site if the situation did not improve.

  3. Grass cutting was planned when the weather permitted.

Village Hall

Greer-Waring reported that the AGM had been held as planned. There was no change to the composition of the Management Committee.

14/84 PARISH PLAN ACTION PLAN/STRATEGIC PLAN

There were no matters to discuss. The Parish Action Plan was to be removed from future agendas.

14/85 MEMBER’S ACTIVITY REPORTS

  1. Ferris reported that the CCTV camera had been re-positioned at the village hall and a new section of power supply installed. A more efficient power supply for the whole system was recommended.

  2. White reported that the memorial plaque had been added to the seat near the Red Lion.

  3. White reported that he and Councillor Northall had installed two hooks at the war memorial to be used to display wreaths. A tube had earlier been installed ready for the Christmas tree to be sited nearer Christmas.

  4. White reported that building work had continued on the sports pavilion. The brickwork was up to the damp proof and the RMBC Building Inspector had approved continuation to the next stage.

  5. White reported that in the previous week there had been break-ins to the pavilion, the container and the bowling club with extensive damage and some items stolen from the bowling club. Three days later some 20 bags of cement were stolen from the pavilion site. Both incidents were reported to the police and crime numbers obtained.

  6. White had been approached by the builder at the pavilion asking for first refusal on the sale of the steel container which would eventually be redundant.

    Members valued the container as being worth some £800.

  7. Leah was carefully monitoring expenditure on the building works at the pavilion.

  8. Greer-Waring reminded Members of the request from the Village hall Management Committee to have the Christmas tree in place in time for the Christmas Fayre on Saturday 29 November.

  9. Greer-Waring reminded Members about the need for articles for the next edition of “The Informer” to be sent to her and Councillor Northall please.

  10. Greer-Waring reported that the Parish Council Facebook page was increasing in popularity with the numbers of people reading and “liking” increasing.

The meeting was suspended at 8.00 p.m.

OPEN SESSION

Various Members of the Public, Borough Councillor Watson and Parish Council Members discussed recently released documents concerning the proposed RMBC Development Plan and implications for the village. There was unanimous objection to the present proposals including:

  • Building on “Green Belt” land

  • Difficulty of accessing the vast amount of complex information

  • Inadequacy of existing infrastructure

  • The joining two separate communities

  • Complete inadequacy of existing bus services which were now to get even worse

  • Inadequate schooling, shopping and medical facilities

Councillors Carter and Leah did not contribute to the debate having earlier declared an interest.

Open Session closed and the meeting was reconvened at 9.27 p.m.

14/85 MEMBER’S ACTIVITY REPORTS (continued)

  1. Greer-Waring thanked Councillor Ferris for erecting the defibrillator sign on the lamppost outside the village hall.

  2. Greer-Waring had sent out the development plan leaflets

  3. Greer-Waring had reported the demolished speed sign on Kiveton Lane but nothing had been done and she asked the Clerk to report this again.

  4. White was to meet with the Head of Wales High School to hand over the cheque for the Todwick Community Award. He would be re-iterating the criteria for nomination of the award, namely for service to the community rather than educational excellence, which was rewarded by other awards.

    He had again been invited to the award ceremony on the 28th November but was unable to attend on this occasion.

    Resolved that the Council be represented by Councillors Jeffrey and Greer-Waring.

14/86 VILLAGE MAINTENANCE

Ferris reported that Mark Archer had worked 9 hours in the month and would be paid accordingly.

14/87 TRAFFIC AND TRANSPORTATION MATTERS

There were no matters to discuss

14/88 NEIGHBOURHOOD WATCH

No report had been received from Norman Anderson recently and there were no matters to discuss.

14/89 URGENT ITEMS

  1. Council Printer

    Resolved that the Clerk purchase a new printer for the computer.

  2. Willow Tunnel

    White reported that this was now well overgrown and needed to be re-woven using the season’s growth.

    Jeffrey would try to do this.

    Ferris would ask Matthew Haywood if Councillor Jeffrey was unable to carry out the work.

  3. Local Development Plan

    Resolved to object to the present proposals:
