Prior to the meeting

  1. Rotherham Borough Councillor Gordon Watson informed Members that Councillor Wysall had been re-elected at the recent local elections and Councillor Beck was shortly to become a Cabinet Member.

  2. Marie Dabell had studied the proposed changes to the local bus services and had communicated her views to the SYPTE. She had attended the Council Meeting at the request of Councillor Gregory and gave her comments in detail to members.

    Members thanked Marie for undertaking the study and presenting her findings to them.

  3. Councillors Carter and Greer-Waring updated members on the arrangements for the Funday on 8th June and requirements for advertising boards and banner. Councillor Hill would arrange for these to be prepared and erected at the A57 Roundabout and the entrances to the village.

14/01 ELECTION OF CHAIRMAN

Resolved that Councillor Hill be elected as chairman for the coming year.

14/02 SIGNING OF DECLARATION OF ACCEPTANCE OF OFFICE BY CHAIRMAN

Councillor Hill signed the declaration of acceptance and this was witnessed by the Clerk

Gregory informed that the memorial garden for Clive Pantry would be opened by his wife Sheila in the near future but not until after the Funday on the 8th June.

Leah had not yet been able to progress preparation of the Strategic Plan because of other commitments.

White had with the help of his son prepared the requisite drawings and specification and submitted this to RMBC for approval.

Resolved to thank Councillor White and his Son for their hard work in preparing the documentation and submitting the Building Regulations Application.

White reiterated his contention that any edition of “The Informer” must be proof read before sending to the printers.

White reported that the attempt to initiate a “walking bus” to get children to and from the village school had been unsuccessful due to a lack of interest on behalf of parents.

The meeting was suspended at 8.00 p.m.

OPEN SESSION

  1. Mr. and Mrs. Housley expressed concern at the effect proposed bus service changes would have on the village. In particular they asked that the Council support a request that one of the three Route X5 buses from Sheffield divert into Todwick then on to Dinnington via South Anston. The inclusion of Todwick was also requested on the return to Sheffield.

  2. Gregory and Leah explained that the Parish Council fully supported this proposal and was to communicate this to the SYPTE and the operation, First Mainline.

  3. Mrs. Housley was concerned about the condition of the village and in particular the proliferation of weeds and detritus on the streets.

    Gregory had communicated with the Borough Council on this and reported that the Parish Council was actively pursuing the employment of a suitable contractor to undertake the work. The summer planting would commence once there was no longer the possibility of over-night frost.

Open Session closed and the meeting was reconvened at 8.20 p.m.

14/12 PLANNING APPLICATIONS

    Display various illuminated and non-illuminated signs at Red Lion Inn Sheffield Road, Todwick for Greene King PLC, Westgate Brewery, Bury St Edmunds

    Resolved to offer no objection.

14/13 COMMITTEES

Recreation

Gregory reported that all was progressing well with the project to extend the sports pavilion. Quotations were being sought from suitable builders. The small team consisting of Councillors Leah, White and himself were continuing to meet weekly to project manage the development including submitting further applications for funding. Site works had to commence before 24th September in order to comply with a condition of the grant from Sport England.

Northall reported on the successful play camp which 17 young people had attended.

Gregory reported that the container would be redundant once the proposed pavilion works were complete and would have to be removed to allow the works to take place.

Northall reminded Members of the proposal to construct a BMX track for use by young people at the north-west corner of the recreation ground.

Allotments

Councillor Ferris was not present at the meeting but had reported to the Clerk that he had met with Charles Mullins of RMBC the previous week. They had discussed the potentially dangerous trees on the allotments site. The tree at the top of allotment 18 was assessed as being sound. That at the top of allotment 23 appeared to be safe but Mr. Mullins undertook to check with his colleague. Nothing had yet been received following any further discussions between the two but Mr. Mullins had recommended that the right hand side of the tree be cut back as there was excessive weight on that side. Ownership of the land on which the tree stood was yet to be determined.

14/14 PARISH PLAN ACTION PLAN/STRATEGIC PLAN

There were no further aspects to discuss.

14/15 MEMBER’S ACTIVITY REPORTS

  1. Northall and her husband had cleaned the sports pavilion to prepare for the play camp but had experienced some problems due to the Junior Football Club holding unannounced training.

  2. Northall and her husband had weeded the planting areas around the war memorial.

    Chairman had arranged for the summer bedding plants to be planted shortly.

  3. Greer-Waring reported on a recent incident when there had been some difficulty in accessing the defibrillator.

  4. Chairman had been contacted by concerned residents at Goosecarr Lane/The Pastures following standing water and potential flooding problems during the recent heavy rains. The drainage pipe which crossed underneath the carriageway was nowhere near adequate and a much bigger pipe was required.

    Resolved that the Clerk once again ask RMBC to take action to prevent any reoccurrence and also to pursue the installation of a rakeable trash screen once RMBC had given permission for the works to proceed.

  5. Chairman had arranged the registration of the village hall and the recreation ground with the Land Registry. Some minor issues were yet to be resolved but the related documents would be received in the near future. The Church Authorities were being obstructive in providing the deeds to the Children’s Playground but he and his solicitor were vigorously pursuing this and he hoped to be able to give confirmation of their receipt shortly.

  6. Leah was in the process of revising the Emergency Plan and would be forwarding this to the Clerk for him to send on to RMBC.

  7. White confirmed that planning permission for the proposed extension and improvement of the sports pavilion had been given on 8th May.

14/16 VILLAGE MAINTENANCE

Gregory had met with prospective contractors that had expressed an interest in undertaking the handyman duties and would be liaising again with RMBC.
