Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 28th May 2013

Prior to the meeting Rotherham Borough Councillor Gordon Watson informed Members of issues related to the consultation process concerning the RMBC Local Development Plan and an appeal by the owners of a property on Todwick Road, following RMBC’s refusal of a planning application to extend the property.

Discussion took place about rumours circulating about the possible provision of a traveller’s site in the area.

13/01 ELECTION OF CHAIRMAN

Hill was not present at the meeting but had informed Members and the Clerk in writing of his willingness to be elected as Chairman for the coming year.

Resolved that Councillor Hill be elected as chairman for the coming year.

13/02 SIGNING OF DECLARATION OF ACCEPTANCE OF OFFICE BY CHAIRMAN

Clerk would ensure that Councillor Hill sign the declaration of acceptance of office as soon as he returned from his holiday.

13/03 ELECTION OF VICE CHAIRMAN

Resolved that Councillor Gregory be elected as Vice-Chairman.

Gregory was in attendance and chaired the meeting.

Councillors Greer-Waring, Leah and White were Trustees of the Village Hall Management Committee. White was presently the Chairman and Leah the Secretary.

All councillors were jointly responsible as trustees.

  1. Reported that cheque number 100626 previously paying the tax and N.I. for March 2013 and not been presented at the bank and following further checking and a demand from HMRC, a second cheque (number 100651) had been sent in payment. The May bank statements confirmed that the original cheque had still not been presented for payment but he would continue to check the balances and report further should cheque 100626 be presented or any new information be found.

  2. Would be submitting the requisite documentation to the External Auditor on the 7th June.

    Leah would discuss possible options concerning the funding of automatic security lights.

The meeting was suspended at 7.50 p.m.

OPEN SESSION

  1. Mr. Foxton expressed concern about a letter he had received from RMBC and the possible allocation of land for housing off Goosecarr Lane and to the rear of his property at The Pastures.

    Members explained that this proposal would form part of the consultation process concerning the recently published local plan and encouraged him to attend one of the forthcoming public “drop-in sessions” to be held in the area shortly. One was of these would be in Wales Parish Hall between 2.30 p.m. and 6.30 p.m. on 18 June. No planning application had been received. Parish Council Members would be attending the drop-in sessions and the Council would comment formally on any planning application received for the area. Members commented that the proposals were in draft form only and that ultimately, areas presently preferred for development could change significantly.

    Members encouraged all parishioners to attend the public sessions and to express their views on the highly significant proposals.

  2. Mr. Alan Tizard was the President of the Todwick Parish Bowling Club and expressed his concern that the April Council Meeting had been attended by a number of Club Members complaining about the running of the Club but that the counter arguments had not been put forward or included in the minutes of the meeting. He assured the Council that the Bowling Club did not discriminate between Members.

    Clerk explained that the minutes were a record of the meeting and only recorded what took place at the time.

    Gregory would have arranged a meeting with the Bowling Club Chairman but she had been on holiday for the whole of the period since the April meeting. He would be inviting her and whomever also she would wish to represent the Bowing Club to an informal meeting with the Parish Council Chairman, himself and one other Councillor. The issues would be discussed and hopefully a mutually agreeable way forward could be found.

Open Session closed and the meeting was reconvened at 8.10 p.m.

13/12 PLANNING APPLICATIONS

No planning applications had been received.

13/13 COMMITTEES

Recreation

Gregory reported:

  • He had signed the Grounds Maintenance Contract with RMBC for this and the following two years. The monthly cost for the children’s playground off Lindley’s Croft was £42.28 and £918.92 for the Goosecarr Lane Recreation Ground. Cost would be increased annually in line with inflation.

  • Notification had been received from Veolia and unfortunately the grant application had not been approved. A list of other possible grant aiding organizations had been given.

  • Grant aid would be sought from Sport England as previously intended and lighting of the access roadway would be included.

    Leah suggested that a meeting be held in late summer to agree the way forward.

  • The entrance gate was kindly being opened each morning by Tommy Green and so consideration of automatic opening options could be delayed.

  • A litter pick had been held on the 25th May attended by six people. Efforts had been concentrated on the Goosecarr Lane frontage of the recreation ground and within the ground itself. He had spoken with Hayley Gallimore, Senior Reporter at the Worksop and Dinnington Guardian asking her to include an article on the problems caused by the throwing of litter.

  • He had obtained the paint and was to apply this to the storage container from Thursday onwards.

13/14 PARISH PLAN ACTION PLAN

  1. White reported on a site meeting he and Councillor Northall had had with Andrew Lee and Sam Rowley from RMBC Highways. He had also spoken with David Temple from RMBC Planning. There appeared to be no objection to the proposal to erect a war memorial at the north-east corner of the junction between The Pastures and Kiveton Lane.

    Resolved that

    • Councillor White prepare the necessary documentation to facilitate the submission of a planning application

    • The memorial include a black marble obelisk and a flagpole

    • Councillor White discuss the proposals with representatives from Todwick Church.

  2. Leah was aware of two further aspects which still required to be considered. These were the Good Neighbour Scheme and the Well Man/Woman Clinic. She and Councillor White would visit the Kiveton Park Health Centre when other commitments allowed.

13/15 MEMBER’S ACTIVITY REPORTS

Resolved that the Clerk write to Sheila and Councillor Clive Pantry to thank them for all they had done in connection with the very enjoyable and successful Todwick Fun Day and also for hosting and managing the Todwick web site and everything else they do on behalf of the village.

13/16 VILLAGE MAINTENANCE

Gregory suggested that a litter bin be provided at the play area sited within then recreation ground and would make enquires with RMBC to see whether a previously used one in good condition might be obtained at reasonable cost.

13/17 TRAFFIC AND TRANSPORTATION MATTERS

There were no matters to discuss.

13/18 LOCKING OF RECREATION GROUND ENTRANCE GATE

There were no matters to discuss.

13/19 YOUTH ACTIVITIES

White reported that the first play session had been held earlier that day and these would continue for a further four days.

13/20 CHILDREN’S PLAYGROUND

Members discussed the unveiling of the Mary Gregory Memorial plaque by Councillor Clive Pantry which had taken place on 23 May 2013. The plaque was much appreciated by those attending, including pupils and staff from Todwick Primary School. A report and photographs would appear in the Dinnington Guardian on Friday 31 May 2013.
