Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 26th February 2013

Rotherham Borough Councillor Gordon Watson was present and the meeting was suspended to allow him to address Members.

He greatly assisted in the validation of the planning application for the continued siting of the storage container at the Goosecarr Lane Recreation Ground and discussed several matters of local interest with Members.

Members thanked Councillor Watson for his efforts on behalf of the Council. He left the room and the meeting began at 7.15 p.m.

12/146 APPROVAL OF THE MINUTES

29th January 2013

At the request of Councillor White Minute 12/38(3) was amended by omitting the reference to the electricity being effectively be free and replacing this with the words that the Parish would fully benefit from the feed in tariff.

The minutes were then signed as a correct record.

12/147 MATTERS ARISING

  1. 12/143

    Chairman had had the plaque fitted to the stone and this could now be placed subject to some preparatory work such as the removal and re-siting of one of the bushes.

    Resolved that the Clerk request the presence of a local press reporter and photographer to the unveiling by Councillor Pantry at 2.30 p.m. on either Tuesday 26th or Wednesday 27th March.

    Chairman reported further damage to the sign following the recent strengthening works and re-erection.

    White had received information from Councillor Ferris reporting that the Pest Control Officer had carried out his penultimate site inspection under the existing contract and reported only a small level of activity.

    White had received information from Councillor Ferris. Jim Tompkin had now prepared leaflets for the parish walks and these would be printed shortly.

    White reported that the previous old Village Hall electricity meter which was incompatible to the PV panels had been replaced by a new “Smart Meter” and the Village Hall Committee would be seeking a refund on electricity bills since the old meter did not seem to have been giving the benefit of the generated electricity.

12/148 DECLARATION OF MEMBER’S INTERESTS

Greer-Waring, White and Leah were members of the village hall committee, declared an interest and would not participate in any relevant vote at the meeting.

12/149 URGENT ITEMS FOR LATER CONSIDERATION

There were no urgent matters raised to be discussed later at the meeting.

Clerk had undertaken all the duties placed on him at the last meeting.

Resolved to transfer £8000 from the Business Saver Account serving the Community Account and into the Business Saver Account ring-fenced for funding of the proposed sports and community building.

12/153 PLANNING APPLICATIONS

  1. RB2013/0225

    Temporary siting of storage container at Goosecarr Lane Recreation Ground for Todwick Parish Council

    Resolved to offer no objection

  2. RB2013/0226

    Demolition of existing barn and erection of 1 No. dwelling-house at 42 Kiveton Lane, for Ms. Shepherd, 38 Kiveton Lane.

    Resolved to offer no objection

12/154 COMMITTEES

Recreation Ground

Gregory reported:

  • Competitive estimates had been received. RMBC was to be appointed as the grounds maintenance contractor for the next three years commencing 1 April 2013.
  • Further details and quotations had been received for lighting of the entrance roadway and the Clerk would be enquiring whether the information now obtained was sufficient or whether more was required before a successful application for planning permission could be made.
  • Veolia had acknowledged receipt of the grant application for the proposed sports and community building which would be determined at a meeting on 29 April
  • The replacement windows were now in position
  • A litter pick of the whole village had been arranged for 2.30 p.m. on 16 March
  • The storage container had been made secure following the recent break-in and an invoice for the cost would be received shortly
  • The Recreation Ground Charity suggested that over the longer term the Parish Council consider acquiring additional land presently adjacent to the existing recreation ground and which would allow additional sport to be played

12/155 PARISH PLAN ACTION PLAN

  1. Northall had undertaken more research into possible war memorial options depending on the location and the amount of land available.

    Resolved that the land fronting the village hall at the corner of The Pastures and Kiveton Lane was the preferred site for any memorial.

    White would work with Northall in considering options and reporting to Members.

  2. Leah reported on her discussions with Tina Chamberlain at Rural Action Yorkshire. Grant applications were currently being pursued by RAY for the setting up of youth parish councils and if successful Todwick would be included in any pilot scheme.

  3. White had suggested to Vicky Camber the Curate that the Church might consider offering limited post office facilities at the church.

12/156 MEMBER’S ACTIVITY REPORTS

  1. Greer-Waring reported on the proposed Easter egg treasure hunt on 31 March organized jointly between the village hall Committee, the Church, PIA and the Parish Council.

    Resolved to donate £50 for the purchase of Easter eggs.

  2. Greer-Waring reported that a table-top sale was planned for 14 April with profits going to the village hall.

12/157 VILLAGE MAINTENANCE

There was nothing to report.

12/158 TRAFFIC AND TRANSPORTATION MATTERS

  1. Gregory had received no further information from RMBC

    White reported on the provision of laser activated speed indicators in the village and future provision of speed cameras.

12/159 LOCKING OF RECREATION GROUND GATES

Chairman/Gregory discussed possible locking mechanisms which might be appropriate and Members agreed that with the lighter nights approaching it was essential that this matter now be given the highest priority.

Resolved to thank Councillor and Mr. Northall for locking and unlocking the gates over the winter period.

12/160 YOUTH ACTIVITIES

Northall reported on an article which was to be included in the next edition of The Informer newsletter which would include a telephone number to call to register for the play camps.

12/161 CHILDREN’S PLAYGROUND

There were no further comments to make.

12/162 WELCOMING LETTER TO NEW TODWICK RESIDENTS

Pantry had prepared a draft letter and would circulate this for comments by Members and the Clerk.

12/163 VILLAGE HALL ENERGY MANAGEMENT SYSTEM

White explained the financial and other benefits of providing such a system at the village hall.

Resolved to accept the quotation from Mark Evison in the sum of £1,984 and fund the installation of a computer controlled energy management system at the village hall

12/164 HEART START SCHEME

Greer-Waring gave details related to the acquisition and siting of defibrillators and her liaison with the doctors at the Kiveton Park Surgery. She would bring further information to the next council meeting.

There were no urgent items to discuss.

The Meeting Closed at 9.25 p.m.
