Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 18th December 2012

Rotherham Borough Councillor Gordon Watson was present and the meeting was suspended to allow him to address Members.
He informed that a 90 day consultation period had begun at Rotherham General Hospital at the end of which a number of redundancies would be announced.
He would encourage RMBC to reply to the Clerk following the request related to works at the culvert on Goosecarr Lane.
Gregory referred to the help given by RMBC Streetpride following the litter sweep and asked Councillor Watson to pass the thanks on.
Greer-Waring expressed her thanks to Councillor Watson for allocating some of his councillor’s allowance to allow the Primary School to acquire the sportswear so badly needed.
Councillor Watson left the room and the meeting began at 7.15 p.m.

There were no amendments and the minutes were signed as a correct record.

White had received a response from the Primary School which had reluctantly had to decline from providing basic post office services.

Leah reminded members of the informal meeting to be held with Vicky Camber the new assistant Curate at 10.00 a.m. on 20th December.

Various Parish Councillors – Lighting and Other Matters re Planning Application RB2012/1654
Clerk had agreed with RMBC that lighting proposals contained within the application be removed because sufficient detail was not yet available to ensure the granting of planning permission by the 9th January 2012. Any delay would have meant applications for grant aid towards the erection of the new building could not be submitted by the due dates.

Ferris reported that the RMBC Pest Control Officer had made a further visit but found little rodent activity.
Recreation Ground
Gregory reported that
- a further quotation for the grounds maintenance work had been received
- a complaint had been received concerning car parking on the field adjacent to the roadway
- quotations had been received for replacement of four windows at the bowling clubhouse
- insufficient details were presently available and the proposal to light the roadway had been withdrawn from the planning application
Resolved
- to accept the lowest quotation to renew four windows at the bowling clubhouse
- that Councillors meet at 10.00 a.m. on 4 January to move the sleepers from the grass adjacent to the roadway onto the roadway itself and to place them closer together
- the Clerk and Councillors Gregory, White and Leah meet the following day to review the detailed information to be submitted for the grant application
12/118 PARISH PLAN ACTION PLAN
Northall had seen some examples of war memorials and would be looking at more in the New Year. She would discuss possible options with Craig Eyre.
12/119 MEMBER’S ACTIVITY REPORTS
Greer-Waring had been unable to attend the South Rotherham Area Assembly Meeting but had requested a copy of the minutes and would report to Council as necessary
Greer-Waring was seeking information on the Heart Start Scheme and would also report back to Members on this.
Gregory reported on the litter pick some two weeks prior to the meeting. Ten people had attended and numerous bags of rubbish collected. These had subsequently been taken away and disposed of by RMBC Streetpride. He had also been actively involved in the preparation of the grant submission for the new sports and community building.
White had attended the prize giving at Wales High School and witnessed the presenting of the Parish Councils Prize for Contribution to the Community. Early in the New Year he would be expressing to the school the Council’s desire that in future greater emphasis be placed on the work undertaken on behalf of the community rather than anything else such as academic performance.
12/120 VILLAGE MAINTENANCE
There was nothing to report.
12/121 TRAFFIC AND TRANSPORTATION MATTERS
Gregory referred to the 29th November meeting with RMBC and representatives from the Primary School. Proposals put forward to RMBC included a 20 mph village wide speed limit, erection of bollards and additional parking and waiting restrictions at the junction of Kiveton Lane and The Pastures. It would take a little while for RMBC to respond and 9 to 18 months for any approved measures to be in place.
A mobile speed limit monitor was to be erected on Kiveton Lane during February 2013.
Leah asked that the Clerk request the promised response from SYPTE
12/122 LOCKING OF RECREATION GROUND GATES
Gregory had clarified the type of mechanism required and was seeking further quotations for the work. He had informed the Bowling Club.
12/123 YOUTH ACTIVITIES
Northall had booked two weeks for the summer camp for 2013 and when the dates were known would prepare an article for inclusion in the of “The Informer” newsletter.
12/124 CHILDREN’S PLAYGROUND
Chairman was awaiting detailed quotations for the plaque and would then arrange this to be fixed to the display stone and for all to be sited at the playground.
12/125 EMERGENCY PLAN
Leah had revised the plan and forwarded to the Clerk who had submitted to RMBC.
12/126 URGENT ITEMS
Parish Walk
Gregory circulated a leaflet prepared by Harthill Parish Council and asked Members to consider the possibility of preparing a similar one giving details of the walks available on public rights of way in Todwick.
A57 Closure
Chairman drew Members attention to the proposed closure of Todwick Road for up to 16 weeks from the 7th January 2013.
The Meeting Closed at 8.50 p.m.
The next Council Meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 29th January 2013.
