Councillor Bennett had married since the last meeting and had consequently changed her surname to Pilson.

An apology had been received from Councillors Pilson and Palmer.

There were no amendments and the minutes were signed as a true record.

    White was still awaiting completed disclaimers from the football clubs and School PTA.

    Pantry sought to clarify by informing that the training programme for councillors was also available to clerks.

10/139 PLANNING APPLICATIONS

    Side and front extension and new dormer windows at 1 Manor Close, for Mr. M Quay

    Resolved to offer no objection.

    Single storey front and side extension with rooms in roof space at 2 The Pastures for Mr G Tizard

    Resolved to offer no objection.

10/140 COMMITTEES

Allotments

Ferris reported that the RMBC Pest Control Officer had visited the site but been unable to identify the presence of any rats.

Leah/Northall had observed rats on Storth Lane and on The Meadows.

Ferris suggested they report the infestation to RMBC Environmental Health.

Ferris was in the process of completing a questionnaire from RMBC in respect of plot uptake etc.

Clerk would consult the records and provide the information required on plot sizes.

Ferris advised that all plots were presently occupied. There were 3 persons on the waiting list.

White was aware that the Headteacher at the Junior and Infant School had expressed an interest in the allotments. Councillor Pilson had more information in her capacity as a school governor.

Recreation Ground

Gregory advised that the redundant container was now empty and would make arrangements to have it taken away for scrap.

There had been several burst pipes at the sports pavilion during the recent heavy frosts and he expressed his thanks to the Village Maintenance Contractor for completing the necessary repairs.

A cricket team from Harthill would be playing their home games at the Goosecarr Lane ground and this would ensure that the cricket pitch was in use every weekend during the coming summer. Partly as a consequence of this he hoped to be able to arrange for the provision of hot water for hand washing and the provision of a sink in the main room.

10/141 DONATIONS TO PARISH EVENTS/ORGANISATIONS

Resolved to donate £1400 to the Todwick Fun Day in accordance with the approved budget.

10/142 MEMBER'S ACTIVITY REPORTS

  1. White reported on his attendance at 20 January RVS Parishes Meeting. He included a reference to the fact that the Borough Council had reported that they would now fine dog owners who allowed their dogs to foul the public highway or any other public area provided the location, date/time, offender's name/address and description of the dog were given. RMBC would now accept for this to be communicated by e-mail. The offender would be taken to court in the event that the fine was not paid within 14 days.
  2. White reported that he had once again discussed the outstanding ditching on Goosecarr Lane with RMBC. The works were now a month overdue but he had received an assurance that they would be completed within the next two weeks, weather permitting.
  3. Leah reported on progress to date. The two remaining sections on Children/School Activities and Public Services were yet to be drafted but it was anticipated that this would be done in advance of the 28 January meeting with Rural Action Yorkshire. It was still hoped to get the questionnaire to the printers at the beginning of February and delivered to every household in the parish later that month.

10/143 VILLAGE MAINTENANCE

Clerk informed members of the tasks completed by Mr Marples having been given a copy of the monthly report by Councillor Palmer.

10/144 ADDENDUMS TO VILLAGE HALL CONSTITUTION

There were no more comments to make.

10/145 RECYCLING

Resolved to discuss when Councillor Pilson was present.

10/146 GOOSECARR LANE TELEPHONE BOX

Northall and Ferris were to inspect the box during the coming week.

10/147 EMERGENCY PLAN

Leah would make the necessary minor amendments and forward to the Clerk.

10/148 MOBILE CCTV

White referred to a comment made by an RMBC representative at the recent RVS meeting to the effect that the camera would be left in place in Todwick for another month.

10/149 YOUTH CLUB

White referred to a note he had received from Kay Pearson who was leading the Play Safe Activity Scheme. There had been some problems with the late arrival of the bus and equipment provided but there was encouraging interest and participation by young people in the village.

Resolved to consider giving financial support to allow the initiative to continue after the grant monies had been expended subject to detailed discussion with Mrs Pearson who was to be invited to attend the next council meeting.

10/152 URGENT ITEMS

  1. Theft of Road Gully Grates

    Discussion took place on the most recent theft of road gully grates from The Meadows.

    Chairman evidence recent initiatives aimed at catching both those responsible for the theft of such items and those who accepted them as scrap.

  2. Clerk's Gratuity

    Clerk had made members aware of recent problems associated with the payment of a gratuity on the retirement of the Clerk at Wales Parish Council.

    Pantry had obtained details of possible payment options from the Yorkshire Local Councils Association and he would pass this to the Clerk.

    Clerk suggested that any calculation be independently checked to ensure that both he and the Council were fully conversant with what any acceptable payment might be.

  3. Condition of Todwick Road

    Chairman drew member's attention to the wholly unsatisfactory condition of Todwick Road from Hangsman Lane to the Red Lion Traffic Lights. Vehicles were swerving dangerously in order to avoid the numerous potholes and poor riding surface.

    Clerk would refer the complaint to RMBC.

The next monthly council meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 22nd February 2011.
