10/38 APOLOGIES
An apology had been received from Councillor Bennett.
10/39 APPROVAL OF THE MINUTES - 29th June 2010
There were no amendments and the minutes were signed as a true record.
10/40 MATTERS ARISING
10/30(1)
White had spoken with Mr. Cunningham. The swing had been repaired and the rough spots removed from the rim of the concrete ring. The graffiti on the tree house had not yet been removed.

White had not yet sent the information to the Charity Commission but would do so when the minutes of the next Village Hall Committee were to hand.

White had contacted National Grid concerning wall adjacent to the gas sub station. He had received an acknowledgement but no substantive reply.

Palmer had spoken with Mrs. Clark who had spent a substantial sum of on the erection of a new boundary wall. She was still asking that the Parish Council erect a "No Ball Games" sign on the new wall.
Resolved not to erect a "No Ball Games" sign.
10/37(1)
Palmer had informed the Council's position and reported that the neighbours were now communicating by letter. Hopefully the problem would be resolved amicably.
Open Session 2.
Ferris reported that a further window had been damaged at the empty shop.
Resolved that the Clerk write to the Birtles Estate reporting the further damage and informing that a charge would be levied by the police should the matter be reported to them and they arrange temporary boarding in the public interest.

Clerk had undertaken his routine duties and all the instructions given to him at the last meeting. He had arranged removal of the dead tree at the recreation ground by Stuart Walker who was no relation.

10/45 PLANNING APPLICATIONS
RB2010/0883
Demolition of existing garages and erection of a detached bungalow at land rear of 20 The Pastures Todwick, for Birtles (House Builders) Ltd, C/O Pearl Estate Agents, PO Box 526, Sheffield S25 9DT.
Resolved to offer no objection on the grounds that the revised single storey application significantly weakened previously raised objections.
This did not however prevent individual householders making a personal objection.
There were no members of the public present and no open session was held.
10/46 COMMITTEES
Allotments
Ferris had obtained the cup now named the Les Waller Trophy. This had been awarded to Ken Mathieson, as this year's winner, together with gardening vouchers for him and the second and third prize winners. A small replica of the trophy had been ordered for retention by Mr. Mathieson, as a permanent memento. The allotments were all in good order.
Recreation
Gregory reported on the completion of the work at the sports pavilion with the exception of some final painting which he would attend to. The steel container used by the Cricket Club would be removed and scrapped in September.
Some discussion took place on car parking and Gregory said that he was planning to paint car parking lines up the driveway.
White suggested that the Council might consider purchasing some land adjacent to the recreation ground and develop as overspill car parking for special events.
Resolved not to pursue the purchase of additional land but to enter into discussion regarding possible leasing options with the land owner.
10/47 MEMBER'S ACTIVITY REPORTS
White had contacted RMBC and had enquired about the possible benefits, particularly for young people, in twinning with a foreign town. He had been referred to Wickersley Parish Council since Wickersley was the only Rotherham village to have twinning, but the Clerk was currently on holiday.
He would be contacted on his return and a report given to the next meeting.White and Gregory had met with David Burton, Director of RMBC Streetpride together with one of his civil engineers and had discussed in detail the flooding problem which had been particularly severe in July 2009.
The meeting had been constructive and culminated with White making a request for seven actions to be taken. Mr. Burton promised to respond within a few days, and had done so.The result was positive in that RMBC would carry out thorough clearing and cleansing of ditches, culverts and gullies, in addition to their routine servicing.
However, because of cash shortages, they would not be able to undertake the capital projects requested such as extra grills but were continuing to bid for grants to do this work.
White intended to meet with the affected residents to update them on progress so far.
Palmer reported on his attendance at the SYPTE Exhibition in Dinnington on the 7th July and handed out information packs to members.
Leah and other TPC members had attended the very successful prize giving at the Arts, Gardens, Historical and Scarecrow Trail in the village hall on 25th July.
Resolved to express sincere thanks to Mrs. Pantry for organising the event so well.
White had presented the diligence awards at the Junior and Infant School.
Pantry was aware that Councillor Bennett was pursuing an application onto the School Governing Body which all hoped would be successful.
10/48 VILLAGE MAINTENANCE
- Palmer reported on the duties carried out by the Contractor during the last month. Following Councillor Bennett's discussions with the shop owner the planter fronting the pizza shop would now be maintained by the Parish Council.
- Resolved to have weed killing carried out around the base of the sports pavilion and at the brick border to the millennium garden and to site a metal dustbin in the vicinity kindly donated by the Chairman.
10/49 GOOSECARR LANE TELEPHONE BOX
Clerk the application for adoption by the Council had been approved and the contract signed by BT.
10/50 PARISH PLAN
Leah was currently in communication with Rural Action Yorkshire prior to commencing the consultation process. Some suggested topic areas had been received at the Fun Day and Arts, Gardens & Historic event and these would be considered for inclusion in the questionnaire.
10/51 SOUTH YORKSHIRE POLICE AUTHORITY ABC AWARDS
Leah reported on the commencement on 5th August of sports coaching at the recreation ground and the street dance sessions to be held in the village hall from 14th September. Owen Swift (RMBC) was marketing the events and she was including the street dance sessions in the Village Hall activities sheet which was also published in the Dinnington & Maltby Guardian as well as village and village hall websites.

Resolved to nominate Mrs. Sheila Pantry in the category of Most Outstanding Volunteer.
Todwick Show
Gregory had been approached by Mrs. E Wainwright and asked whether the Todwick Show might be resurrected in future years.
Resolved to await further information and suggestions from Mrs. Wainwright.
E-mails
Pantry was concerned to ensure that an exchange of e-mails was not use to substitute formal discussion and resolution at council meetings.
Report by Councillor Bennett
Palmer read out a report from Councillor Bennett concerning various matters including the bank accounts.
