04/162 CLERK'S REPORT

Clerk had

  • undertaken all the duties placed on him at the last meeting
  • given advice to the Chairman concerning the legislation which might be used by the Borough Council to implement the A57 Road Improvement Scheme.
  • submitted a claim for loss of earnings in connection with his attendance at the On Line Filing and Electronic Payment Course.
  • given the Village Hall Caretaker details of historic Parish Council expenditure at the village hall.
  • arranged for the services of a rodent exterminator after discussion with the Chairman and following complaints of an infestation of rats at the allotments.

Copies of correspondence received by the Clerk had been circulated with the papers for the meeting.

  1. RMBC - Extension at 6 Staniforth Crescent

  2. Rotherham Talking Newspaper Association - Thank You for Donation

  3. RMBC - Streetpride Devolved Budget

    Resolved to:­

    1. reiterate the request to provide pedestrian dropped road crossings at all road junctions;
    2. request the provision of lighting on the public rights of way connecting Guildway to Horbiry End, Guildway to Millfields and Tortmayns to Kiveton Lane;
    3. request additional bollards fronting the shops at The Pastures;
    4. request renewal of the post supporting the "No Through Road" sign on Manor Drive.

  6. RMBC - Tourist Forum

    Chairman would attend the Forum.

  7. RMBC - Anti-Social Behaviour Unit

    Resolved to invite the Unit to attend immediately before the May meeting.

    Chairman would have attended but had given an apology since the meeting conflicted with the April Parish Council/Annual Meeting.

  9. RMBC - Parish Council Joint Charter

    Resolved to agree in principle to working jointly with RMBC.

  10. SYPTE - Bus Service Changes

  11. Briddon Construction and Security Services - Fencing at Children's Playground

  12. Judith Solley - Problems Associated with the Public Footpath between Guildway and Horbiry End

    Mosley was to retain the letter and discuss the contents with the Community Police Constables.

    Single storey side and rear extension and conservatory to rear at 91 The Meadows for J Leah

    Resolved to offer no objection

  2. RB2005/0364

    Application to fell an oak tree protected by KPRDC TPO Order No3 at 5 De Houton Close for Mrs J Hutchinson

    Mosley had no objection to pruning but considered felling of this substantial and attractive specimen to be unnecessary. The only justification for felling would be if the tree was diseased.

    Resolved to object to the felling and suggest that pruning would be adequate and acceptable.

    Conservatory to rear at 99 The Meadows for Mr K Bashforth

    Resolved to offer no objection

  4. RB2005/0466

    Conservatory to front at 27 Mortains for Mr and Mrs Noble

    Resolved to offer no objection

  5. B Waller referred to the construction underway at 42 Kiveton Lane. She had spoken with the RMBC Enforcement Officer because of possible contravention of the planning permission.

    Resolved to ask RMBC to consider whether any action should be taken to ensure compliance with the approved plans.

04/166 COMMITTEES

ALLOTMENTS

Clerk confirmed that allotment rents had been collected on 20th March and gave details of cultivated and vacant plots.

04/167 CLERK'S SALARY, EXPENSES AND CONDITIONS OF SERVICE

Clerk had not accepted the salary offer made by the Council.

Resolved

  1. to pay an additional £38.48 to cover the Clerk's attendance at the On Line Filing and Electronic Payment Course run by the Inland Revenue.
  2. to from a small working party to consider the duties of the Clerk before coming to any conclusion on the appropriate pay scale for the Clerk.

Clerk suggested Council consult with the Yorkshire Local Councils Association. The national association had been party to the National Pay Agreement.

04/168 FREEDOM OF INFORMATION ACT

There were no matters to discuss.

04/169 HANGING BASKETS

Palmer / Mosley / B Waller / L Waller would meet to consider the estimates received.

04/170 NOTICE BOARD

Resolved that the Clerk contact Whiston Parish Council and obtain details of the board provided by them.

04/171 PARISH PLAN

Resolved That the Clerk write to the Rotherham Primary Care Trust asking for the provision of medically related services in the village.

04/172 EMERGENCY PLAN

Chairman believed that Councillor Castledine had now sent the requisite details for Todwick to RMBC who would retain for use as required.

04/173 HEALTH AND SAFETY AT WORK

There were no matters to discuss.

04/174 VILLAGE MAINTENANCE

Mosley reported on his activities as Village Maintenance Contractor and problems he had identified in the performance of his duties. His existing contract would terminate at the end of April.

Resolved to consider the Village maintenance Contract at the April meeting.

04/175 URGENT ITEMS

  1. Kiveton Park Advice Centre

    Gregory reported on the successful session recently held in the village hall.

    Resolved to

    1. thank the Centre for holding the session and the help given to those who attended
    2. pay for the rent of the village hall for that particular session
    3. encourage the Centre to hold further sessions in the village
  2. Paddock View

    Resolved to enquire when the tree planting scheme would be carried out in accordance with the planning permission.

The Meeting closed at 10.12 p.m.

The next meeting will be in Todwick Village Hall at 7.00 p.m. on Tuesday 26th April 2005

The Annual Parish Assembly will be held at 7.30 p.m.
